Millions of Irene victims still lack electricity

The full measure of Hurricane Irene's fury came into focus Tuesday as towns in New England battled epic floods and millions were still without electricity.

From North Carolina to Maine, communities cleaned up and took stock of the uneven and hard-to-predict costs of a storm that spared the nation's biggest city a nightmare scenario, only to deliver a historic wallop to towns well inland.

The 11-state death toll, which had stood at 21 as of Sunday night, rose sharply to 41 as bodies were pulled from floodwaters and people were electrocuted by downed power lines.

Nearly 5 million homes and businesses in a dozen states were still without electricity, and utilities warned it might be a week or more before some people got their power back.

After Irene, navigating tricky insurance-claim waters

In New York City, where people had braced for a disaster-movie scene of water swirling around skyscrapers, the subways and buses were up and running again in time for the Monday morning commute.

By Tuesday, a majority of riders on the hard-hit Long Island Rail Road and Metro-North Railroad were able to get onto trains. Only three of the LIRR lines were still suspended, covering the eastern end of the Long Island.

But to the north, landlocked Vermont contended with what its governor called the worst flooding in a century. Streams also raged out of control in rural, upstate New York.

'We weren't expecting devastation'
In many cases, the moment of maximum danger arrived well after the storm had passed, as rainwater made its way into rivers and streams and turned them into torrents. Irene dumped up to 11 inches of rain on Vermont and more than 13 inches in parts of New York.

"We were expecting heavy rains," said Bobbi-Jean Jeun of Clarksville, a hamlet near Albany, New York. "We were expecting flooding. We weren't expecting devastation. It looks like somebody set a bomb off."

In upstate New York, authorities were also closely watching major dams holding back drinking water reservoirs.

In North Carolina, where Irene blew ashore along the Outer Banks on Saturday before heading for New York and New England, 1,000 people were still in emergency shelters, awaiting word on their homes.

John Bone, president of the Outer Banks Chamber of Commerce in Kill Devil Hills, said tourists were already returning after the upper Outer Banks escaped major damage.

"We were very fortunate in many respects," he said. "It could have been a lot worse."

Airlines said it would be days before the thousands of passengers stranded by Irene find their way home.

During the course of Irene, 7.4 million customers lost power ? nearly double the outages from the last hurricane to make landfall in the U.S. in 2008.

Throughout the region, hundreds of roads were impassable because of flooding or fallen trees, and some bridges had simply given way, including a 156-year-old hand-hewn, wooden, covered bridge across Schoharie Creek in Blenheim, N.Y.

At least three towns in New York remained cut off by flooded roads and bridges.

Story: After overpreparing for Irene, buyer's remorse

Early estimates put Irene's damage at $7 billion to $10 billion, much smaller than the impact of monster storms such as Hurricane Katrina, which did more than $100 billion in damage. Irene's effects are small compared to the overall U.S. economy, which produces about $14 trillion worth of goods and services every year.

Washed-out roads
While people without electric power waited for the lights to come back on and communities from New York to Maine took stock of the storm, homeowners and towns in land-locked Vermont faced a sobering new reality ? no way in or out. Washed-out roads and bridges left them ? for now ? inaccessible by automobile.

"We always had that truism that said 'Yup, yah can't get there from here.' In fact, that's come to pass down here," said Newfane Town Clerk Gloria Cristelli. "There are certain pockets where you can't get there from here, at least not by a car."

About a dozen towns and an unknown number of homes were cut off by damage from Irene's floodwaters and rain, including that of the town's emergency management coordinator, David Moore.

State transportation maintenance crews and contractors hired by the state were working to restore travel on some of the 260 roads that had been closed due to storm damage. Vermont also had 30 highway bridges closed.

The state's emergency management headquarters stood empty, evacuated because of river flooding from Irene's heavy rains. Rescuers used a boat and bucket loaders to pluck seven people from a swamped mobile home park in Lyndonville.

Story: Hurricane Irene spawns baby boom in some hospitals

In Newfane (pop. 1,710), the storm's effects were staggering: About 150 people were unable to drive cars to their homes, 30 of them effectively stranded in theirs, seven bridges were washed out, two homes were knocked from their foundations by surging floodwaters and one 19th century grist mill smashed into kindling wood right where it stood.

Gov. Peter Shumlin called it the worst flooding in a century.

Field Notes: See readers' photos of the damage

"It's going to take time to recover from a storm of this magnitude," President Barack Obama warned as he promised the government would do everything in its power to help people get back on their feet. Obama signed an emergency declaration for Vermont, making federal assistance available for the entire state.

As the storm continued its march into eastern Canada, Irene brought strong winds, gusting near 55 miles an hour, to parts of southern New Brunswick, northern and mainland Nova Scotia and Prince Edward Island.

Japan faces more confusion amid leadership vote (AP)

TOKYO ? The five candidates vying to be Japan's next prime minister are promising to resolve the country's nuclear crisis and revive its battered economy.

But there is widespread public cynicism about the country's revolving door of leaders. The next prime minister will be Japan's sixth in five years.

No one is expected to win the needed majority 200 votes from legislators in the ruling Democratic Party in the first round of voting, set for Monday. If no one gets a majority, a run-off would follow.

At a debate Sunday at a Tokyo hotel, the candidates appeared mostly in agreement on the main issues, all promising to revive Japan's economy and bring the crisis at the tsunami-stricken Fukushima Dai-ichi nuclear power plant under control.

Justin Bieber Plants Kiss On Selena Gomez On VMA Pre-Show

Although MTV News' Sway Calloway has enough interview experience to get the goods from the biggest and brightest stars, our special VMA Pre-Show co-host Selena Gomez proved to be just as skilled as our season pro when her interview subject was boyfriend Justin Bieber

"I'm here with the one-and-only Justin Bieber," Gomez said when she introduced the singer with a smile. "Who are you wearing? Can you please talk about that?"

"I have my snake," Bieber said, displaying a live pet reptile in his hand. "I have red pants and cheetah shoes."

"What's your snake's name?" Gomez expertly followed up.

"My snake's name is Johnson," Bieber responded.

"You're up for Best Male Video," Gomez continued. "I wanna know — you're up against Eminem and Bruno Mars — do you feel a little nervous at all?"

"You know, I'm just excited to be in the category with such amazing people," Bieber said of his fellow nominees. "I'm just happy to be here."

"Rumored to be performing is Jay-Z and Kanye [West], and I know you like them both," Gomez continued, adding a bit of her Bieber expertise to the conversation. "Are you excited to see them perform?"

"Very excited," Bieber said. "I heard that it was kind of a last minute thing, but I'm really excited."

Gomez, again relying upon her insider Bieber knowledge, prodded Bieber further, asking if he was more excited for Jay-Z and Kanye West, or another of his favorites, Beyoncé.

"I'm excited to see Beyoncé too," Bieber said with a grin.

"Good," Gomez said, clearly pleased with their work. "Thank you so much. Thank you for hanging out, babe," she said to Bieber, as the "Baby" singer leaned in to plant a sweet kiss on Gomez's cheek.

The always bizarre Palhares brutalizes Miller at UFC 134

Rousimar Palhares is a tremendous fighter, but there always seems to be something goofy that arises during his fights.

Palhares dominated Dan Miller for 15 minutes, but nearly blew the match when he stopped fighting in the first round to prematurely celebrate what he thought was a victory via stoppage. Referee Herb Dean simply restarted the bout without docking Palhares any points and the Brazilian went on to post a unanimous decision victory, 30-25, 30-27, 29-27, at UFC 134 in Rio de Janeiro.

Palhares is now 5-2 in the UFC, but his fights have often been highlighted by an odd moment. One of the losses came against Nate Marquardt. Back at Ultimate Fight Night 22, Palhares was on the ground, stopped defending himself to tell the referee that Marquardt felt greasy and was the recipient of several finishing shots.

After UFC 111, he was suspended by the N.J. Athletic Control Board after he refused to acknowledge the referee during a submission stoppage against Tomasz Drwal. Before he entered the UFC, Palhares had several similar cases in Brazil where he held onto submissions for too long.

Tonight produced another interesting note on the Palhares' resume. With 44 seconds left in the first round, he crushed Miller with a head kick. The American fell to his back and covered up. Palhares pounded away with nine shots while Dean watched closely to see if Miller was finished. The ref never stopped the fight, but Palhares suddenly turned away, put his hands in the air and jumped on top of the cage to celebrate what he thought was a win. It confused Miller, who also thought the fight had been stopped and screamed out an expletive.

Dean grabbed Palhares off the cage and told him the fight was never stopped. Miller (13-6, 5-5 UFC) was fine. So much so that he quickly landed a left that locked up Palhares' body and the Brazilian fell to his back. Then Palhares recovered and eventually scored a big takedown with less than 10 seconds left in the round. As the horn sounded, Palhares landed a big right elbow and a left that appeared to come a little late.

Palhares sealed the victory in the second by gaining top control with 4:30 minutes left in the round. Miller never got back to his feet. Palhares stood over him and pounded away. On several occasions, Dean had to tell Miller that he would stop the fight if he didn't defend himself. Miller made it through, but the judges rewarded Palhares for the extremely dominant round.

In the third round, Palhares tired badly, but Miller was so beat up he couldn't take advantage of it.

The striking numbers told the story as Palhares outlanded Miller 104-56. According to Compustrike, 84 of the Palhares' shots were power strikes.

Web Promotion For the Small business Owner

If you own a small internet business then one thing I can guarantee is that you are performing your Web Promotion on a shoestring. You will be doing all your web promotion using cheap resources of for free using your own labour. You do not have unlimited resources to create backlinks, conduct marketing on social sites, or perform Search Engine optimisation tasks. This is what I call the resource trap. many inexperienced business owners will make this worse by regarding all income as profit, spending little of it, if any, on promoting the business.

Any entrepreneur has to spend some cash on their small business. Good web promotion takes time but can be done relatively cheaply. Top online businesses spend between forty five percent and eighty five percent of their income on web promotion and advertising. Pay Per Click (PPC) advertising such as Google Adwords is very popular. Improving website layout and adding features may have a positive effect on sales, as can building hundreds of inbound links and marketing on social sites, even via webcam chat!

Pay per click advertising can be extremely effective when done correctly. The main thing is to set your budget so that (for example) if your conversion rate is four hundred visitors to one saleon good traffic, your sale is nineteen dollars and your margin is fifteen dollars, four hundred clicks cannot be allowed to cost you more than (say) ten dollars. This means you would be looking to pay a maximum of around 2.5 cents per click. In practice some people will come directly to your site without clicking the ad, and so you could probably pay around 3 cents in this situation.

Making your site more sticky is a great way to increase sales. This can be done by better web design, creating resources such as forums, comment areas and games, or by running a competition. This strategy means that visitors spend longer on your site, come back several times and so the chance of a sale is increased. Fire and Forget Website Promotion does not exist!

Link building and social marketing can be aided by some on web factors, addthis dot com has some great resources for on page social bookmarking and sharing via facebook and twitter. However there is no substitute for solid backlinks from articles in article sites. A site called Fiverr has a plethora of people who will write and submit articles for you for five dollars. Some of them also perform social marketting tasks as well. this will save you from the daily drudge of these tasks and allow you to concentrate on the important things!

Some webmasters are tempted to buy traffic, this traffic tends to be extremely poor quality. Fifty thousand visitors with no sales from this traffic source is quite common! Think about it ? this traffic you just bought for three dollars per thousand ? if it was any good could the traffic provider make more money by selling goods to these visitors? Bought traffic is good for increasing your rank on Alexa, but otherwise it just sucks up your bandwidth.

Placing Adverts on Free Classifieds or Free Ads sites is a great way to go especially if they allow URLs in the ads. Each ad you post sells your product and puts an SEO back link which is surrounded by appropriate text. In the freeads0 site below you can post in the same category for thousands of places. It is linked to from the resources section below. FreeAds0 also has a lot of traffic from web developers and website promoters.

The second site, Twotsi allows you to post an article and have the keyword filled title linked to your own website. This is a link from an H2 header a the page top that search engines love! In addition you can upload a picture, watermarked with your site name of course. Once posted people (including you) can come back and post comments on the article. People have actually used this site as a facility to allow comments about their website! Try it out, you will be pleasantly surprised.

Films about Cruises | Apparent Articles

Many films have been made about cruises, ranging from the romantic An Affair to Remember starring Cary Grant and Deborah Kerr, through to Carry on Cruising, which portrayed an amusing ? and possibly not entirely accurate ? aspect of cruising.

The storylines for films set on cruise liners are often action packed, partly in order to make use of new special effects or to give the leading man a heroic role. However, for some films, it is the location of the action itself which is pivotal to the story. Passengers on a cruise are confined on board for the duration of the journey and, therefore, attractions or conflicts between them are much more difficult to escape and must be pursued to their conclusion.

At a time when travelling to far-flung parts of the globe was the preserve of the rich and famous, very few could envisage the delights the world has to offer. It was not until the Black Ball Line started a scheduled passenger service between New York and Liverpool in 1818, that sea transport became more than merely a means of travelling between two destinations but became a holiday in its own right.

The television documentary brought all the wonders of the world into the homes of many who would never visit the exotic locations depicted. However, international travel has now come within reach of many more people, with a luxury cruise remaining the holiday of a lifetime.

Many late cruise deals are available departing from ports around the UK ranging from a few days around the Mediterranean to transatlantic and worldwide holidays, as well as several themed cruises catering for particular interests. Statistics record that cruises accounted for over ten per cent of the total UK holiday market in 2010 with cruises from Southampton showing record numbers.

Find last minute cruises and cruise deals from ports all over the country. Visit destinations you may have never dreamed of in pure style and comfort. Find packages to suit you on our website.

The Rural Meeting Place: Customer Service or not?

One of my pet hates has always been the lack of Customer Service in the independent sector as well as the Nationals.
Poor customer service can break your business and in the current economic climate we don't need something as basic as good customer service to slip.
I believe customer service if demonstrated and trained from the top should come as automatically as opening up in a morning.
Politeness costs nothing and serving in the service/hospitality industry is part of the job role.
My mantra has always been 'Treat others as you wish to be treated yourself' so it justs makes me wonder how complacent we are becoming.
Customer feedback is not something to be feared but something to work with. It defines the areas of your business that need looking at to improve the experience of your clientele.
Perhaps you just need to stress the importance of customer service when you induct new staff, perhaps existing staff need a refresher on dealing with the customer.
Rewarding staff is a good way to generate excellence; its amazing the difference it can make by just presenting a Certificate to the Employee of the Month can make. Other staff members are automatically going to step up to the mark. Maybe the Employee of the Month could provide hints and tips for the Company Newsletter?
Your staff members are your reputation, their level of service can affect the balance in your till in the future, perhaps this could be the difference between staying in business or not.
What do you think?

It doesn?t signify that your own homemade cosmetic products are inferior to their commercial counterparts. Because you are the one who made and processed it, you know the quality will be to your standards, and they will have natural organic ingredients. Ever wondered how long those commercial cheap cosmetics products have been there in the department stores and why they never get worse even after standing for a long time? Your cheap cosmetic products are merely a whole lot more healthy and beneficial than those commercial all natural cosmetic products.

Secrecy, leaks, and the real criminals

Secrecy, leaks, and the real criminals

President Obama. Far right: Ali Soufan

Ali Soufan is a long-time?FBI agent and interrogator who was at the center of the U.S. government's counter-terrorism activities from 1997 through 2005, and became an outspoken critic of the government's torture program. ?He has written a book exposing the abuses of the CIA's interrogation program as well as pervasive ineptitude and corruption in the?War on Terror.? He is, however, encountering a significant problem:?the CIA?is barring the publication of vast amounts of information in his book including, as Scott Shane details in The New York Times today, many facts that are not remotely secret and others that have been publicly available for years, including ones featured in the 9/11 Report and even in Soufan's own public Congressional testimony. ?

Shane notes that the government's censorship effort?"amounts to a fight over who gets to write the history of the Sept. 11 attacks and their aftermath," particularly given the imminent publication of a book by CIA?agent Jose Rodriguez -- who destroyed the videotapes of CIA?interrogations in violation of multiple court orders and subpoenas only to be protected by the Obama DOJ -- that touts the benefits of the CIA's "tough"?actions, propagandistically entitled:?"Hard Measures: How Aggressive C.I.A. Actions After 9/11 Saved American Lives."? Most striking about this event is the CIA's defense of its censorship of information from Soufan's book even though it has long been publicly reported and documented:

A spokeswoman for the C.I.A., Jennifer Youngblood, said . . . ."Just because something is in the public domain doesn't mean it's been officially released or declassified by the U.S. government."

Just marvel at the Kafkaesque, authoritarian mentality that produces responses like that:?someone can be censored, or even prosecuted and imprisoned, for discussing "classified" information that has long been documented in the public domain.? But as absurd as it is, this deceitful scheme -- suppressing embarrassing information or evidence of illegality by claiming that even public information is "classified" -- is standard government practice for punishing whistleblowers and other critics and shielding high-level lawbreakers.?

The?Obama DOJ has continuously claimed that victims of the U.S. rendition, torture and eavesdropping programs cannot have their claims litigated in court because what was done to them are "state secrets" -- even when what was done to them has long been publicly known and even formally, publicly investigated and litigated in open court in other countries. Identically, the?Obama DOJ just tried (and failed)?to prosecute NSA?whistleblower Thomas Drake for "espionage" for "leaking," among other things, documents that do not even remotely contain properly classified information, leading to a formal complaint by a long-time NSA?official demanding that the officials who improperly classified those documents themselves be punished.? In a Washington?Post?Op-Ed today, Drake himself explains:

From 2001 through 2008, I was a senior executive at the National Security Agency. Shortly after Sept. 11, I heard more than rumblings about secret electronic eavesdropping and data mining against Americans that bypassed the Fourth Amendment and the Foreign Intelligence Surveillance Act . . .

I followed all the rules for reporting such activity until it conflicted with the primacy of my oath to defend the Constitution. I then made a fateful choice to exercise my fundamental First Amendment rights and went to a journalist with unclassified information about which the public had a right to know.

Rather than address its own corruption, ineptitude and illegal actions, the government made me a target of a multi-year, multimillion-dollar federal criminal "leak" investigation as part of a vicious campaign against whistleblowers that started under President George W. Bush and is coming to full fruition under President Obama.

To the government, I was a traitor and enemy of the state. As an American, however, I could not stand by and become an accessory to the willful subversion of our Constitution and our freedoms.?

Far more often than anything else, that is the real purpose of government secrecy: to shield ineptitude, corruption, abuse of power and illegality from seeing the light of day, and -- as illustrated by the CIA's efforts to destroy Soufan's critical book while guaranteeing the predominance of Rodriguez's propaganda tract -- to ensure that the government controls what the public hears and what it does not hear.?

Ironically, it is that behavior -- abusing secrecy powers to cover-up embarrassing and incriminating evidence -- that is a far more destructive and common crime than unauthorized leaks.? As the Supreme Court explained in rejecting Nixon's classified-based censorship efforts of the Pentagon?Papers: "The dominant purpose of the First Amendment was to prohibit the widespread practice of governmental suppression of embarrassing information." ?Indeed, abusing secrecy powers to conceal embarrassing and incriminating information has long been illegal, and is even expressly barred by President Obama's own Executive Order governing classified information:

Abusing government secrecy powers is a vastly more frequent and damaging illegal act than unauthorized leaks, yet the President obsesses on the latter while doing virtually nothing about the former other than continuing its worst manifestations.? As the?Supreme Court explained, few things are more damaging to a democracy than allowing political leaders to abuse secrecy powers to cover-up wrongdoing and control the flow of information the public hears, i.e., to propagandize the citizenry.?

But that's exactly what Washington's secrecy fixation is designed to achieve.? And while excessive secrecy has been a problem in the U.S. for decades, the Obama administration's unprecedented war on whistleblowers makes it much more odious, since now it is about not only keeping vital information from the public and stifling public debate, but also threatening whistleblowers (and investigative reporters)?with prolonged imprisonment.? That's why they turn what candidate Obama called these "acts of courage and patriotism" (whistleblowing) into crimes, while the real criminals -- political officials who abuse their secrecy powers for corrupted, self-interested ends -- go unpunished.?

This is a perfect symbol of the?Obama administration: claims of secrecy are used to censor a vital critic of torture and other CIA?abuses (Soufan) and to prosecute an NSA whistleblower who exposed substantial corruption and criminality?(Drake), while protecting from all consequences the official who illegally destroyed video evidence of the CIA's torture program (Rodriguez) and then help ensure that his torture-hailing propaganda book becomes the defining narrative of those events.? As usual, the real high-level criminals prosper while those who expose their criminality are the only ones punished.

Libyan rebels hunt Gadhafi, try to secure Tripoli (AP)

TRIPOLI, Libya ? Libyans hunting Moammar Gadhafi offered a $2 million bounty on the fallen dictator's head and amnesty for anyone who kills or captures him as rebels battled Wednesday to clear the last pockets of resistance from the capital Tripoli.

While some die-hard loyalists kept up the fight to defend Gadhafi, his support was crumbling by the hour. His deputy intelligence chief defected, and even his foreign minister said his 42-year rule was over.

A defiant Gadhafi vowed from hiding to fight on "until victory or martyrdom," in an audio message early Wednesday.

He may have little choice. Asked by the British broadcaster Channel 4 if a negotiated settlement or safe passage for Gadhafi from Libya was still possible, Foreign Minister Abdul Ati al-Obeidi said: "It looks like things have passed this kind of solution."

Rebel leaders were beginning to set up a new government in the capital. Their interim administration, the National Transitional Council, has been based in the eastern city of Benghazi, which fell under rebel control shortly after the outbreak of widespread protests in February.

"Members of the council are now moving one by one from Benghazi to Tripoli," said Mansour Seyf al-Nasr, the Libyan opposition's new ambassador to France.

Rebel officials are eager to prove they can bring a stable political future to Libya, and that their movement is more than an often-fractious collection of tribes, ethnicities and semiautonomous militias. Mahmoud Jibril, the head of the opposition government, outlined plans for a new constitution and elections and said officials were talking to the U.N. about sending up to 200 monitors to help ensure security in Tripoli.

But the capital was far from pacified. A day after rebels captured Gadhafi's vast Bab al-Aziziya compound, the symbolic center of his regime, loyalists were firing into the compound from an adjacent neighborhood where intense clashes broke out. Pro-regime snipers cut off the road to the airport. Four Italian journalists were kidnapped on the highway to Tripoli around the city of Zawiya, 30 miles west of the capital.

Tripoli's streets were largely empty of civilians. Rebels manned checkpoints every few hundred yards, but little could be seen beyond the debris of days of fighting and weeks of accumulated garbage.

Rebels found no sign of Gadhafi after storming his compound Tuesday, but rumors churned of his possible whereabouts. White House spokesman Josh Earnest said there was no evidence he had left Libya, but rebel officials acknowledged they could not find him.

"He might be in Sirte or any other place," Jibril said in Paris, where he met French President Nicolas Sarkozy. Sirte, a coastal city 250 miles from Tripoli, is Gadhafi's hometown and a bastion of regime support.

Khaled al-Zintani, spokesman for the rebel military council for the western mountains, said it has set up an operations room with intelligence officers, military defectors and security officers who are trying to find Gadhafi, his family, regime members and his forces. They are collecting information on the location, size and direction of any convoys.

The operations center is in the western mountains, the staging base for the rebels who marched on Tripoli.

Mohammed al-Herizi, an opposition official, said a group of Tripoli businessmen has offered a $2 million reward for the arrest or killing of Gadhafi. The rebels themselves are offering amnesty for anyone who kills him or hands him over.

"The biggest prize is to offer amnesty, not to give money," rebel spokesman Col. Ahmed Bani said.

Gadhafi vowed not to surrender. Speaking to a local television channel, apparently by phone, he called on residents of the Libyan capital and loyal tribesmen to free Tripoli from the "devils and traitors" who have overrun it.

Al-Sadeq al-Kabir, a rebel spokesman, denied media reports that Gadhafi had offered a cease-fire.

The rebels have taken control of much of Libya with the help of a relentless NATO air campaign that included about 7,500 strike attacks against Gadhafi's forces. His defenses around Tripoli melted away as the rebels rapidly advanced and entered the capital Sunday.

Jibril said a commission created with members from around Libya would write a new constitution, which would be put up for a referendum. He didn't specify a timetable but said that once a constitution is adopted, elections for parliament would be held within the next four months, and its president would be Libya's interim leader until a presidential election sometime later.

"The mission of protecting civilians is not over," Jibril said. "The other bigger and more fierce battle has not started yet. It is the rebuilding of Libya."

In the postwar period, a new army will be created, he said, and the National Transitional Council planned "to call on all those who took up arms to join either the new army or the new police force that we will constitute in coming days."

The rebels said they also have an environment team that tries to detect bodies of combatants and clean the city of rotting animals.

Fighting continued, however, and not just in Tripoli. Jibril said pro-government forces were shelling a number of southern cities.

Residents of the port town of Zwara, about 70 miles west of the capital, said they had suffered through four days of shelling. All roads to the city had been cut off, and rebels said they were running low on supplies.

As they are routed elsewhere, Gadhafi's forces "take their revenge by shelling our town," Sefask al-Azaabi, a rebel, said by telephone. "We are appealing to the (rebel) military council to send us reinforcements or this town will be finished in no time."

In Tripoli, rebel fighters were using Gadhafi's captured compound as a staging area, loading huge trucks with ammunition and discussing deployments, but they had yet to control all of Bab al-Aziziya.

Pro-Gadhafi snipers repeatedly fired on the fighters from tall buildings in the Abu Salim neighborhood, a regime stronghold, rebel Mohammed Amin said.

He said the rebels had surrounded Abu Salim, home to the country's most notorious prison and scene of a 1996 massacre of protesting political prisoners, but had been unable to push into it. But late Wednesday night, al-Kabir, the rebel spokesman, said rebels released thousands of inmates from Abu Salim, many of them political prisoners who had been held there for years.

Matthew VanDyke, a writer from Baltimore missing since March in Libya, was among those who escaped, his mother said. VanDyke called her and said he had been held in solitary confinement, but fellow prisoners helped him escape to a compound where he borrowed a phone. He had traveled to Libya to write about the uprising against Gadhafi.

The rebels claim they control the Tripoli airport but were still clashing with Gadhafi forces around it. Associated Press reporters said the road leading to the airport was closed because of heavy fire by pro-regime snipers.

Rebels said pro-Gadhafi forces to the south and northeast were firing rockets and shelling rebel positions inside the airport and had set a plane on fire.

Inside Gadhafi's compound, two young rebel fighters searched through a heap of pill packages in a building they said had served as a pharmacy. A broken TV, its screen shattered, lay on the ground in the courtyard. A dozen young fighters posed for pictures next to a gold-colored statue of a clenched fist squeezing a plane ? a memorial to the 1986 U.S. airstrikes on the compound in retaliation for a bombing at a German disco frequented by U.S. servicemen.

The rebels also targeted other symbols of the regime, including the homes of some of Gadhafi's children.

About 200 people ransacked the beachfront villa of Gadhafi's son Saadi, driving off with four of his cars ? a Lamborghini, a BMW, an Audi and a Toyota station wagon, said Seif Allah, a rebel fighter who joined in the looting, taking a bottle of gin and a pair of Diesel jeans.

After a five-hour gunbattle with guards, rebels also ransacked the mansion of Gadhafi's daughter Aisha.

Clothes and DVDs were strewn on the floor of the master bedroom, including a DVD about getting in shape after childbirth. In a sitting area, a gold-colored statue of a mermaid ? a mermaid with Aisha's face ? framed a sofa.

At the once-luxurious Rixos Hotel near Abu Salim and Bab al-Aziziya, dozens of foreign journalists were freed after being held captive for days by pro-government gunmen.

The hotel was where rotating tours of journalists had lived for the past six months, closely watched by government minders and taken on approved tours. But it became a de facto prison after the rebels swept into the city because a team of gunmen refused to let the journalists leave.

Heavy gunbattles had raged all around the hotel since Sunday, and a gunman even ran through the lobby at one point. Near-constant power outages left reporters without air conditioning in the sweltering summer heat, and in their final days at the Rixos they had to scrounge the hotel to find food and water.

As the rebels drew closer, most of the guards left, leaving just a pair of increasingly nervous gunmen. The journalists were suddenly freed Wednesday after the International Committee of the Red Cross stepped in to negotiate their release.

The Milky Way will have the fuel to continue forming stars, thanks to massive clouds of ionized gas raining down from its halo and intergalactic space. This is the conclusion of a new study by Nicolas Lehner and Christopher Howk, faculty in the Department of Physics at the University of Notre Dame. Their report, "A Reservoir of Ionized Gas in the Galactic Halo to Sustain Star Formation in the Milky Way," will be published in Science tomorrow (Aug. 26).

Using the Cosmic Origins Spectrograph, one of the newest instruments on the NASA/ESA Hubble Space Telescope, these researchers measured for the first time the distances to fast-moving clouds of ionized gas previously seen covering a large fraction of the sky. These fast-moving clouds reside in the distant reaches of the Milky Way and contain huge quantities of gas.

The Milky Way would rapidly change its gas into stars if no supply of new matter were available to replenish the gas. Astronomers have hypothesized that the ionized fast-moving gas clouds could be this reservoir of gas, but it was not known if they were interacting with the Milky Way.

"Our findings explain why the Milky Way can keep having star formation," Lehner says. "Knowing the distances to these clouds tells us where the gaseous fuel is for forming stars over billions of years."

Gas clouds can be identified and studied because elements in the cloud absorb small amounts of the light from a star or other light source as it passes through a cloud on its way to the Earth. The characteristic "fingerprint" left in the spectrum allows astronomers to determine the properties of the gas.

Star Formation in the Milky Way

Earlier studies of these fast-moving ionized clouds used light from quasars, which are too far away to mark the clouds' locations. To solve the problem, Lehner and Howk identified 27 stars around the Milky Way, whose distances were known, and used the Hubble to take line-of-sight readings of light coming from them.

Results from the stellar sample showed the ionized clouds largely resided in the Milky Way's halo. The authors concluded that these flows of ionized gas are within about one Galactic radius (40,000 light years) of Earth. The new Hubble observations revealed the presence of ionized gas in half the stellar sample, comparable to the fraction observed toward more distant quasars.

The gas clouds are not uniformly distributed around the Galaxy, but rather collected in different areas. They cover only part of our Galactic sky, analogous to the partial coverage of the sky on a partly cloudy day on Earth. This research also confirmed models that predicted gas falling into the Milky Way slows as it approaches. Clouds closer to the Galaxy seem to have been decelerated and do not move as fast as those farther away, much like a meteorite slowing as it enters the Earth's atmosphere.

"We know now where is the missing fuel for Galactic star formation." Lehner concludes. "We now have to learn how it got there."

Choosing a Corporate Structure for Your Business | The North ...

One of the first decisions facing a new business owner is determining the best legal structure under which to operate.

This is a critical decision since it can affect your ability to shelter income from unnecessary taxes. And in spite of what you may have been told or what your neighbor may be doing with her business, there is not a one-size-fits-all.

Below are several options. Make sure you give each thoughtful evaluation very early in your planning to avoid costly mistakes.

Sole Proprietor.

According to the IRS, a sole proprietor is considered? a non-entity for tax purposes? and any profit or loss is carried straight through on your personal tax return, where you will be taxed at the individual tax rates. You simply file a Schedule C ? Profit and Loss from Business form.
If you operate as a sole proprietor, you will be required to pay self-employment tax on the net profits of the business. This can be a significant tax mistake. However, as a sole proprietorship, you may be able to hire your dependent children. This is a tax strategy that allows you to take a tax deduction for wages paid to your children while reducing income taxes and self-employment tax. You also may be able to create a medical, college or other reimbursement plan as a tax deductible benefit.

Beware, though, because your audit risk is much higher as a sole proprietor (see below).

Limited Liability Company.

Also known as an LLC,
this is a type of legal business entity that is designed to separate your personal assets from those in your business. It provides some protection if your business is sued or it runs up debts it can?t pay and you have not personally guaranteed those debts.

The LLC is not specifically addressed in the IRS code and you have the luxury of identifying how you want to be taxed. By default, a single-member LLC will be taxed as a Schedule C, and multiple members will be taxed as a Partnership. You could also choose to treat the LLC as a Sub Chapter S Corporation or as a C Corporation.

An LLC is perfect for a start-up company, providing the business owner an opportunity to test the waters to see how the new business will perform before creating extra tax filing requirements, such as a separate income tax return and quarterly payroll taxes. As the company grows and expands, you will have an opportunity to move into one of the other more tax-advantaged structures.

Sub Chapter S Corporation.

In an S Corp, any profit or loss from the business passes through to your personal return, where you are taxed at your individual rate. Since it is a corporation, the business owner(s) may take dividend distributions of profit without paying self-employment tax. This significant tax strategy is often why many owners elect the Sub Chapter S status.

Be careful, though, as a working business owner must be an employee of the corporation and receive reasonable wages as compensation for work performed. No exceptions, even if the company suffers financial losses.

C Corporation.

A C Corp is a separate legal entity that may provide extra tax incentives and employee benefits not available to owners of other types of business entities. There are some significant disadvantages, though, including double taxation: Income is taxed within the corporation, then you as the owner also have to pay personal taxes on the income you derive from the business.

The IRS taxes C Corps at a progressive rate between 15 percent and 39 percent, depending upon the net income level. Florida also requires a separate tax return and charges a 5.5 percent tax on a corporation?s income after applying a $5,000 exemption.

Even though you face federal and state taxes, a C Corp may be a good option, depending on your income level. For example, if your personal income tax bracket is 33 percent and you expect the company?s net profit to be less than $50,000, then you?ll only face a 15-percent income tax rate on the company?s profits with a C Corp. With an S Corp, those profits would pass through to your personal return so you?d pay at least the 33 percent.

There Is No One-Size-Fits-All

Each legal structure serves different tax purposes and the one you choose should be based on your specific needs. Also, consider these issues before making your decision:

1. Cost.

The charge to prepare income tax returns may vary dramatically from a personal tax return with a Schedule C to business entities such as an LLC or corporation. There are also annual filing fees you must pay the state to maintain your entity status.

2. Liability exposure.

If you are concerned your personal assets may be at risk, consider which structure could best insulate your assets.

3. Audit risk.

How concerned would you be over an audit? In the 2010 statistics published by the IRS, taxpayers filing a Schedule C with income between $100,000 and $200,000 had a 4.7 percent risk of being audited; small corporations with net incomes under $250,000 had a .09 percent risk; and partnership and S Corporations had a .04 percent risk. That means if you file with a Schedule C you are almost 12 times more likely to be audited than someone who files as a partnership or Sub Chapter
S Corporation.

There clearly are many issues to consider when starting a business and you should seek advice from your attorney and accountant before deciding on a legal structure.

Can You Change Your Entity Later?

Don?t feel boxed in by the legal structure you choose. You can always make changes as your needs change. You may even elect several entities if you have different income streams, allowing you to take advantage of all the different tax strategies available.

Keep The Following In Mind When You Want To Locate A Content ...

If you blindly jump into looking for a freelance content writer without getting some knowledge, you could be setting your self up for major aggravation and disappointment. We know that on the surface it may not seem like much, but there is a lot you have to think about so you avoid hiring the wrong person. You can waste your time and money if you do not know how to find the ideal person for the job. In order to maximize your efforts, take some time to learn first and that will be a good investment. The article below looks into three such factors that will make your overall hiring process easy and help you get a good content writer.

The very first time you work with anyone, always start small and work your way to bigger and better things. This only makes sense because with fewer articles your risk is not so great. Actually, success with a content writer you hire will depend on more than just their ability to write well.

We assume you will be looking for writers who speak English as a native language, and with that concern be very sure they are native English speakers and writers. How well do they write in English can be assessed very quickly, so be sure to remember to check for that.

Before you hire a writer, learn about his working habits, as to how he would be carrying out the work, and how often he would update you about the progress. The ideal situation is to have a good writer and everything is on cruise control, and clear communications will contribute to the latter. A good writer will have no problem with this whatsoever, which is why you should make this clear to whoever you're hiring so that there's no confusion or misunderstanding later on. This is really a simple process in that you convey your expectations and desires, and then the writer is good with it, or not.

As far as payment terms, you will find a complete mix with some writers asking for 100% upfront. A professional content writer will ask for a 30% to 50% upfront payment, and the remaining after the job is done. There are all kinds of situations, and so you just see what the deal is and go from there. The best way to proceed is with caution, and if you do not get a good feeling from someone, then just do not work with that person - it is easy.

You can prepare for the process of hiring a content writer, but nothing compares to the experience you will get. If you know you need one right now, then just write out all the important items you need to consider and get to work.
