In-state tuition for immigrants has GOP support in Colorado bill

The year was 2003, and the debate raging in the Colorado House was over a bill allowing illegal immigrants to attend public colleges at the in-state tuition rate.

"We don't need to continue to provide taxpayer subsidies to people who are here illegally," state Rep. Greg Brophy, a Wray Republican, said at the time about the bill, which didn't pass.

Now a state senator serving his final term, Brophy, who's previously proposed blocking state-funded criminal defense attorneys for illegal immigrants and denying them worker's compensation insurance, is having second thoughts on immigration issues.

Brophy is one of a handful of Republicans who acknowledge they may support Senate Bill 33, this year's measure that would grant the in-state tuition rate to any high school graduate who has attended a Colorado high school for three years, regardless of immigration status.

"I have cause to think about it more deeply than I have in the past," Brophy said. "It's partly personal ? just where I live and people I know.

"I fell for the siren song years ago that people who are here illegally should just be encouraged to go back home," he said. "That sounds great if you say it fast, but the reality is if you look at the families that live here, that's a ridiculous thing."

Brophy's potential defection could cause the same kind of shock waves that freshman state Sen. Owen Hill provoked last week when he voted for Senate Bill 33 in committee. Hill, a Colorado Springs Republican, was savaged by members of his own party in El Paso County, including former state Sen. Dave Schultheis, R-Colorado Springs, who said he never would have endorsed Hill had he known his stance on the issue.

Hill invokes the Statue of Liberty when he talks about the bill.

"That was the vision for America: We can't offer you anything but the rule of law and the promise of life, liberty and the pursuit of happiness," he said. "This is a difficult issue for a lot of people. Unfortunately, there's still this protectionist mentality."

One Republican who's never hidden his support is state Sen. Larry Crowder, a freshman Republican from Alamosa.

"I'm a fifth-generation Coloradan from southern Colorado," Crowder said. "I was raised with both legals and illegals, so were my forefathers. We do not look at this the same way people north of Pueblo do.

"What I do believe, and I believe this very firmly: This is a conservative issue. What we want in this country is legalized citizens. What I see here is a path to citizenship through this bill."

Republicans aren't the only ones who have changed their positions on the issue. Previous bills to grant in-state tuition several years ago died at the hands of Democrats, enough of whom joined Republicans in killing the proposals.

But there now appear to be no Democrats who still oppose the idea.

Senate Bill 33 still awaits debate on the Senate floor, where it is expected to pass. It's also expected to pass in the House now that Democrats hold the chamber again.

This year, though, they might get some help from a few Republicans.

"As far as doing something about undocumented students, absolutely, we need to do something," said state Rep. Cheri Gerou, R-Evergreen. "We're basically wasting the futures of some really bright people, and we can't afford to do that."

Gerou acknowledged she has been having conversations with Senate Bill 33 supporters.

"Right now, I'm on the fence, but I can certainly lean toward it depending on what happens in the Senate," she said.

Gerou favors a version of the bill that would prevent undocumented students from getting the College Opportunity Fund subsidy the state provides for every college student. The past two years, Democrats offered compromise versions that eliminated the subsidy for such students, but even those efforts failed in a Republican-led House.

However, in a year when Democrats no longer need Republican votes, the College Opportunity Fund subsidy is back in the bill, and it's unlikely to come out.

Rep. Kevin Priola, R-Henderson, is also considering supporting the bill.

"I've been leaning toward it, especially with what's been coming down federally," Priola said, referring to major immigration reforms being discussed in Washington. "I think it's time to address that issue for a lot of kids in Colorado."

Priola, who said he speaks Spanish and grew up around Latinos, argues that his views are in keeping with Ronald Reagan's beliefs.

"The United States is the land of opportunity, and we shouldn't get in the way of folks who are trying to better their lives and be productive citizens," he said.

EJ Manuel leads South to Senior Bowl win, 21-16

MOBILE, Ala. (AP) ? EJ Manuel's January couldn't have gone much better on the field. More importantly, he's hoping for a similarly happy February for his family.

The Florida State quarterback passed for a touchdown and rushed for another on the South's first two drives in a 21-16 victory over the North in the Senior Bowl on Saturday, and was named Most Outstanding Player.

Now, he can try to be the MOS ? Most Outstanding Son. His mother, Jackie Manuel, who was diagnosed with breast cancer before the season, has been recovering from her final round of chemotherapy, and Manuel said she's scheduled to have surgery on Feb. 1.

"That's kind of been my motivation," Manuel said. "I call my mom every single day and tell her I love her. I never miss a day.

"They'll be sending that award home to her. I won that award for her. I went out there and played well for her. I'm happy I was able to do it."

And even happier to return to her side in Virginia for a few days, instead of just squeezing in Skype and Facetime sessions.

It was a great finish for Manuel to a month that began with a 291-yard performance in an Orange Bowl victory over Northern Illinois.

Manuel and running backs Stepfan Taylor and Mike James combined to put the game for senior NFL prospects away on the South's final drive. Stanford's Taylor carried five times for 32 yards and caught a 6-yard pass from Manuel.

Manuel converted a fourth-and-1 play on a sneak to set up a 5-yard touchdown run for Miami's James with 2:41 left. He completed 7 of 10 passes for 76 yards with a 20-yard touchdown pass to Alabama tight end Michael Williams. He also scored on a 2-yard run.

Brigham Young defensive end Ezekiel Ansah received MOP honors for the South team while Purdue defensive lineman Kawann Short was the North's top player.

Miami, Ohio quarterback Zac Dysert answered with a scoring drive that ended with his 3-yard touchdown pass to Oregon running back Kenjon Barner with 23 seconds left. The two-point conversion and onside kick both failed.

Ansah is a native of Ghana who initially was on the track team and now is a potential first-round pick. He had seven tackles, 3.5 behind the line, 1.5 sacks and a forced fumble.

"It was fun. I came out here to work hard, with a bunch of all-star players, obviously," Ansah said. "Everyone out here is an MVP. I just came here to learn and get better."

Short had three tackles, one for a loss.

Taylor finished with nine carries for 53 yards for the South.

Barner led all receivers with seven catches for 59 yards and gained 13 yards on three carries.

It was an up and down day for most of the quarterbacks.

Arkansas' Tyler Wilson completed 8 of 11 passes for 40 yards for the South. Landry Jones, a four-year starter for Oklahoma, was 3-of-9 passing for 16 yards and was sacked twice.

For the North, Dysert was 10 of 16 for 93 yards and was intercepted once and sacked twice. North Carolina State's Mike Glennon completed half his 16 attempts for 82 yards, and Syracuse's Ryan Nassib was 4 of 10 for 44 yards and threw an interception.

Southeastern Louisiana defensive back Robert Alford set up Manuel's 2-yard run with an 88-yard return of the opening kick. Then Manuel lofted an over-the-shoulder pass to Williams in the end zone.

"The corner played the flat and big Mike ran a great route and got leverage on the linebacker," Manuel said. "I thought it was a great matchup and I just threw the ball up there and he made a great catch."

Williams converted another third-down play with a 19-yard catch on the drive.

Glennon and the North offense finally got things going to open the second half.

He completed all three of his pass attempts for 34 yards and then UCLA's Johnathan Franklin, a finalist for the Doak Walker Award, closed the drive with a 12-yard run and a 20-yard touchdown on consecutive plays.

Manuel didn't play again until the third quarter when he led the South across midfield. His fourth-down pass was deflected into the arms of Utah State defensive back Will Davis for an interception.

Davis returned it 25 yards and Glennon led the North deep enough to set up a 42-yard field goal by Oklahoma State's Quinn Sharp to make it 14-10 with 3:28 left in the third quarter.

Former Michigan quarterback Denard Robinson continued his conversion to receiver. He lost 3 yards on a reverse but turned a screen pass from Nassib into a 14-yard gain late in the third quarter and added a 7-yard catch in the fourth.

5 accidentally shot at gun shows in US

Five people were wounded in accidents at gun shows in North Carolina, Ohio and Indiana on Saturday, according to authorities.

In Raleigh, N.C., authorities said three people were wounded when a loaded shotgun accidentally discharged at the Dixie Gun and Knife Show at the N.C. State Fairgrounds.

Officials say Gary Lynn Wilson, 36, was having his shotgun checked before entering the show when the incident happened. He?was unzipping his 12-gauge shotgun's case when it accidentally fired birdshot pellets, hitting three people,?The News & Observer in Raleigh reported. Wilson was planning on privately selling the gun at the show,?according to NBC affiliate WNCN.


The three victims, Janet Hoover, Linwood Hester and Jake Alderman, were hit, respectively, in the right torso, left hand and right hand, WNCN reported. They were taken to the hospital for non-life threatening injuries.

Witness Daniel Peadan told WNCN he was about to enter the building, when he heard a loud pop: "The people right there at the door, a lot of them ran ... They scattered?because it was chaotic."

"This was an accidental discharge," said Brian Long,?a spokesman for the North Carolina Department of Agriculture & Consumer Services, in a statement.

The show closed early Saturday because of the shooting, according to The News & Observer. When the show reopens Sunday private gun sales will not be permitted, but only sales by licensed dealers at the show are allowed, Long said. By Saturday evening, the event's website?clearly stipulated: "No personal firearms are to be brought into the show."

The Wake County Sheriff's Department is investigating Saturday's incident, and it's not clear yet whether there are pending charges, according to Long.

In Medina, Ohio, an exhibitor at a local gun show was opening a box containing a gun when the weapon went off, striking his partner, who was sitting next to him, NBC station WKYC of Cleveland reported.

The victim suffered non-life threatening injuries in the arm and thigh and was taken to a hospital.

Police told WKYC the shooting was accidental, and a man who attended the show had sold that gun to the exhibitor.

In Indianapolis, state police said a 54-year-old man was loading his .45 caliber semi-automatic gun when he shot himself in the hand, The Associated Press reported. The victim, Emory L. Cozee, had been leaving the Indy 1500 Gun and Knife show at the state fairgrounds, officials told the AP. Loaded personal weapons are not permitted inside this show, according to the AP.

Cozee was hospitalized. Police told the AP no charges will be filed and the shooting was accidental.

These incidents all happened on the first "National Gun Appreciation Day," which was organized by Political Media, a Republican consulting firm.

In Raleigh, police say around 200 gun-rights supporters marched around the legislative building in downtown Raleigh on Saturday, The News & Observer reported.

Across the country Saturday, there were similar rallies by gun-rights advocates. In Brooksville, Fla., about 1,000 people gathered holding signs like "Stop the Gun Grabbers," Reuters reported. In Denver, just miles away from the scene of the July 2012 movie theater massacre, about 500 people were outside the state capitol rallying, according to Reuters.

The attack on an elementary school in Newtown, Conn., that left 20 first-graders and six staffers dead in December has sparked a new debate over gun control. Last week, President Barack Obama proposed new gun controls to reduce violence.

America joins Japan in grounding Boeing 787 Dreamliners

American regulators followed the lead of Japanese airlines by grounding the Boeing 787 Dreamliner on Wednesday night, saying a recent series of safety incidents meant urgent action was needed.

The US Federal Aviation Administration (FAA) said it would require airlines to demonstrate that the plane's cutting-edge batteries were safe before allowing further flights. It has notified regulators in other countries of its action.

Japan's two leading airlines, All Nippon Airways (ANA) and Japan Airlines, had already grounded their fleets of Boeing 787s after one of the Dreamliner passenger jets made an emergency landing, the latest in a series of incidents that have heightened safety concerns over a plane that many see as the future of commercial aviation.

After the FAA announcement, India and Chile were the next countries to move. Air India spokesman K Swaminathan said India's aviation authority had directed the state airline to stop flying the Boeing planes on Thursday morning as it waits for an investigation by Indian regulators to take place. "Air India has temporarily ceased operation of its Dreamliners," Swaminathan said.

Chile's LAN airline said it was suspending flights of its three Dreamliners in compliance with the FAA directive.

The European Aviation Safety Agency (EASA) and other air safety authorities around the world are likely to bring in similar measures now that the FAA has intervened. A spokesman for EASA told the Reuters news agency that it would usually follow safety directives if they were issued in a country where the aircraft was built. "In this case we have issued no airworthiness directive so far, so the FAA's directive should be endorsed by EASA," the spokesman said.

In one show of faith, Poland's LOT airlines sent one of its two Dreamliners on its maiden transatlantic flight from Warsaw to Chicago, to the reported disquiet of some passengers interviewed. LOT is the only airline within the jurisdiction of EASA that has taken delivery of the 787 so far.

Other countries whose airlines use the 787 are Ethiopia and Qatar.

ANA said instruments aboard a domestic flight indicated a battery error, triggering emergency warnings. The incident was described by a transport ministry official as "highly serious" ? language used in international safety circles as indicating that there could have been an accident. Boeing shares fell 2% in after-hours trading to $72.80 (?45.50) after the FAA announcement.

Its move came as American safety investigators were due to fly to Japan on Thursday to liaise with Japanese counterparts.

ANA and Japan Airlines have 24 Dreamliners between them, representing almost half of the 50 delivered by Boeing to airlines worldwide. Last week the FAA announced a full review of the revolutionary plane's design and manufacture after five incidents in five days on different planes in Japan and the US. These included a battery fire, fuel leakages from engines, and cracks developing in the cockpit windscreen.

Given the Dreamliners' significantly greater fuel efficiency than most models, airlines have been queuing up to buy a model that promises greener, quieter ? and cheaper ? aviation.

The aircraft's design also makes emerging long-haul destinations feasible with fewer passengers. In Britain, British Airways, Thomson and Virgin have placed orders, with BA expecting to operate the first of its 24 Dreamliners this year.

Production problems drastically held up delivery of the aircraft: it first entered service in late 2011, four years after the first 787 was unveiled. Issues have since been reported with the plane in India and Qatar. While analysts say such "teething problems" are not uncommon, Boeing will be acutely aware that rival Airbus has the new A350 coming to offer an alternative for airlines updating their fleets.

Aviation consultant John Strickland said: "This story is going to run on for Boeing. The key thing is that the Dreamliner 787 is so leading edge."

The Seattle-based manufacturer may be facing a repair bill to rival the ?200m costs Airbus incurred as a result of cracks in the wings of the A380 in 2011. : "Boeing is aware of the diversion of a 787 operated by ANA to Takamatsu in western Japan. We will be working with our customer and the appropriate regulatory agencies."

Ohio State Football Recruiting: 2013 Class Makes Buckeyes Big Ten Favorites

When Ohio State hired Urban Meyer to be the head football coach following the 2011 season, a big part of it had to be due to his success not only in the SEC but also his ability to recruit in that area of the country.?

The major criticism levied at the Buckeyes program over the last five years is the way it has performed in big-game situations, particularly against those SEC teams.?

Dating back to the 2007 BCS Championship Game, when Meyer was coaching at Florida against Ohio State, the Buckeyes have gone 1-2 against SEC teams in the BCS.?

The lone win came in 2011 against Arkansas, in the controversial game where the Ohio State players who were suspended five games for receiving improper benefits, but the punishment didn't start until next regular season.?

In the two games the Buckeyes lost?to Florida in 2007 and LSU in 2008?they were blown out of the water. They were outscored 79-38 in those two games, although given the talent on the field, those games weren't even that close.?

Now, Meyer has had one year to build an identity with this Ohio State team and use it to lure recruits to Columbus for 2013.?

So far, things are working out well. Meyer led Ohio State to an undefeated regular season, but because of NCAA sanctions, the team wasn't eligible for postseason play.

It is not just that Ohio State is getting high-profile recruits?everyone expected that?but it is the kinds of players that Meyer is bringing in that will make all the difference for this program in 2013.?

Commits like cornerbacks Eli Apple and Cameron Burrows give the Buckeyes a dynamic, shutdown tandem that can keep up with bigger, faster, physical receivers they would potentially play in the SEC.?

A player like defensive end Joey Bosa, who is already 270 pounds with room to fill out, can be a dominant pass-rusher with the proper development.?

Jalin Marshall is one of the best pure athletes in this year's class, and he will likely end up at receiver in college. He needs to work on playing more physical, but he has spectacular top speed and reaches it in no time. He can be a great big-play threat on the outside.?

You put a weapon like Marshall on the outside with quarterback Braxton Miller, who made great strides forward in 2012 but still needs to develop as a pocket passer, and you could have one of the best offenses in all of college football.?

Ohio State is not going to have the kind of athletes that Alabama does, because no one in the country has the kind of athletes Alabama does. But as long as Meyer and his staff can recruit on a level similar to what LSU and Georgia do, which they appear to be doing right now, this program has big things coming.?

Russia, U.S. to meet Syria envoy Brahimi on Friday

MOSCOW (Reuters) - Russian and U.S. diplomats plan to hold a meeting with the international mediator for Syria, Lakhdar Brahimi, on Friday in Geneva, Interfax news agency cited Russian Deputy Foreign Minister Mikhail Bogdanov as saying on Wednesday.

Russian and U.S. diplomats held two trilateral meetings last month with Brahimi, who is trying to find a diplomatic solution to end the nearly 22-month-old conflict between Syrian President Bashar al-Assad's government and its opponents.

Russia and the United States both support Brahimi's efforts to forge a peace deal based on an agreement reached by world powers in Geneva in June, which called for the creation of a transitional governing body, but they are at odds over Assad.

Russia says Assad's exit from power must not be a precondition for a political solution in Syria, where more than 60,000 have been killed since the conflict began with a government crackdown on protests in March 2011.

"A trilateral meeting with participation of Mikhail Bogdanov, (U.S. Deputy Secretary of State) William Burns and Lakhdar Brahimi is planned for January 11 in Geneva," Interfax quoted Bogdanov as saying.

Bogdanov, the Kremlin special envoy for Middle East affairs, met Burns and Brahimi in Geneva on December 9, three days after Brahimi met Russian Foreign Minister Sergei Lavrov and U.S. Secretary of State Hillary Clinton in Dublin.

He's being replaced by Christof Wittig, an experienced (and successful) entrepreneur, who -- despite being a native of Germany, where Madvertise is headquartered -- was most recently a VC in Silicon Valley with San Francisco-based firm Kii Capital. We understand that the change at the top job wasn't a hostile one (after spending 5 years helping to build Madvertise from scratch, Frien will stay involved at an Advisory Board level) but that it comes at a time when the company is looking for further International expansion, namely in the U.S., East Asia and emerging markets -- hence Wittig's appointment.

If you are one of those adventurous people who can't let the summer pass without undertaking an exciting activity with family or friends, then a road trip is something that you should consider. 1. Choose your traveling buddies wisely. It doesn't really matter how great your trip is if you can't stand another minute with your companions. 4. Take turns in driving. You probably already know this, but it is important to always switch drivers every couple of hours to avoid accidents. US job market shrugs off fears of 'fiscal cliff'

WASHINGTON (AP) ? The U.S. job market proved resilient in December despite fears that a budget impasse in Washington would send the economy over the fiscal cliff and trigger growth-killing tax hikes and spending cuts.

Employers added 155,000 jobs last month, roughly matching the solid but unspectacular monthly pace of the past two years.

The gains announced Friday weren't enough to reduce unemployment, which remained a still-high 7.8 percent. The November rate was revised up a notch from the 7.7 percent the government had originally reported.

The stable pace of December hiring suggested that many employers tuned out the fracas in the nation's capital. The threat wasn't averted until a deal won final passage on New Year's Day.

Rather than hold back until the fiscal cliff was resolved, many employers kept hiring, most likely in anticipation of higher customer demand.

"What would hiring have been if we had not been facing the fiscal cliff in December?" said Robert Kavcic, senior economist at BMO Capital Markets. "We might have seen quite a bit stronger job growth" ? something closer to 200,000 a month.

That's an encouraging sign for the job market, because an even bigger budget showdown is looming: Congress must vote to raise the government's $16.4 trillion borrowing limit by late February. If not, the government risks defaulting on its debt. Republicans will likely demand deep spending cuts as the price of raising the debt limit.

Robust hiring in construction and manufacturing drove last month's job increases. Construction firms added 30,000 jobs, the most in 15 months. In part, that increase likely reflected hiring needed to rebuild from Superstorm Sandy. And the housing market's gradual recovery has energized homebuilding. Manufacturers added 25,000 jobs, the most in nine months.

Economists found other hopeful news in the report. Americans were given more work hours in December ? an average 34.5 hours a week in December, up from 34.4 in November. And their pay outgrew inflation. Hourly wages rose 7 cents to $23.73 last month, a 2.1 percent increase compared with a year earlier. Over the same period, inflation rose 1.8 percent.

"Perhaps (the) underlying economic performance is accelerating, and even Washington can't screw it up," said Dan Greenhaus, chief global strategist at BTIG.

One company that hired last year and would like to add more jobs in 2013 is Arteriocyte, a Cleveland-based stem-cell therapy and medical device company. But CEO Don Brown is concerned about potential cuts in government spending, which he says could erode Arteriocyte's revenue.

One such cut is a 2 percent reduction in the reimbursements Medicare gives doctors and hospitals. That reduction was delayed by the budget deal reached this week. If the reimbursement cut is imposed later this year, it would lower revenue for the hospitals and surgeons that buy Arteriocyte's advanced products.

"Our entire customer base is unsure about what their reimbursement landscape is going to be," Brown said.

The Obama administration's health care reform law also imposed a 2.2 percent sales tax on medical devices. Brown estimates that will cost his company $400,000. He had hoped the tax would be eliminated as part of a fiscal cliff agreement.

Arteriocyte hired 10 workers last year and now employs 76. The new hires included research scientists, two marketing specialists and a sales representative. Brown hopes to make five to 10 additional hires this year, but he might be unable to do so if the Medicare cut takes effect.

Despite last month's hiring gains, Friday's report pointed to some weakness in the job market. For example, the number of unemployed actually rose 164,000 to 12.2 million. About 192,000 people entered the work force last month, but most did not find jobs.

The unemployment numbers come from a government survey of households. The number of jobs added comes from a separate survey of businesses.

A broader category that includes not only the unemployed but also part-time workers who want full-time jobs and people who have given up looking for work was unchanged in December at 22.7 million.

The government revised up its estimates of job growth for October and November by 14,000 jobs. October's job increases were revised down from 138,000 to 137,000 but November's were revised up from 146,000 to 161,000.

Economists said the pace of hiring almost certainly isn't strong enough to lead the Federal Reserve to cut short its bond-buying program. The Fed is spending $85 billion a month on bond purchases to try to drive down long-term borrowing costs and stimulate economic growth.

The job market is being held back by government cutbacks. Governments at all levels cut 13,000 jobs in December. Since the Great Recession ended in mid-2009, governments have eliminated 645,000 jobs ? an average of nearly 15,400 a month.

By contrast, during the recoveries from the recessions of 1990-1991 and 2001, governments added an average of more than 15,000 jobs a month. If governments were hiring at that pace instead of slashing payrolls, the U.S economy would be generating more than 180,000 jobs a month.

Instead, for two full years, monthly job growth has remained stuck at a tepid pace: It averaged 153,000 in both 2011 and 2012. That isn't enough to lower unemployment to what economists regard as a "normal" rate of 6 percent or less. The Federal Reserve doesn't expect unemployment to drop that low until after 2015.

The economy has replaced just 4.8 million, or 54 percent, of the 8.8 million jobs lost between January 2008, when the job market peaked, and February 2010, when it bottomed during the recession. It has been, by far, the weakest jobs recovery since the Great Depression of the 1930s.

"A status quo report in today's labor market represents an ongoing jobs crisis," says Heidi Shierholz, an economist at the liberal Economic Policy Institute.

Still, the economy has been showing broad improvement. Layoffs are down. Banks are lending a bit more freely. Companies have built up a near-record $1.7 trillion in cash. Consumers have cut their debts to pre-recession levels. Europe has avoided a financial catastrophe.

The once-depressed housing market is rebounding. A gauge of U.S. service firms' business activity expanded in December by the most in nearly a year. Manufacturing is benefiting from the best auto sales in five years. And Americans spent more at the end of the crucial holiday shopping season.

"There is little doubt that the seeds of faster growth are being planted," James Marple, an economist at TD Bank, said in a note to clients.

That said, most economists expect slight improvement at best in hiring this year. A 2 percentage point cut in the Social Security tax expired Jan. 1. That means a household with income of about $50,000 will have about $1,000 less to spend. A household with two high-paid workers will have up to $4,500 less.

And the government may impose spending cuts this year.

Higher taxes and less government spending, along with uncertainty about future budget fights, could restrain growth and hiring.

That "likely means acceleration in the labor market will remain elusive for the time being," said Ellen Zentner, an economist at Nomura Securities.
