Infrared vision in a cichlid fish

Biologists from the University of Bonn have discovered that the cichlid fish Pelvicachromis taeniatus can see in the near infrared range; this was thought to be unlikely until now. Seeing in the infrared range is apparently helping fish to hunt in shallow African rivers. The results will be published in the journal "Naturwissenschaften" and are already available online now.

A research team in the work group of Prof. Dr. T. C. M. Bakker at the Institute for Evolutionary Biology and Ecology, University of Bonn, has been studying the biology of the African cichlid fish Pelvicachromis taeniatus for years.

Researchers conducted a prey choice experiment

Researchers investigated the ability to see in the infrared range using a classical prey choice experiment. P. taeniatus also feeds on small crustaceans, such as freshwater shrimp. These prey animals reflect near infrared radiation. The researchers used this fact to examine the perception of infrared light. In a dark room a prey selection experiment was set up illuminated by infrared lamps. In front of the water basin containing the fish freshwater shrimp were offered in two separate chambers. One of the chambers with the prey was covered with a filter blocking infrared wavelengths. The other chamber was covered with a filter that would let only infrared light pass. "Consequently, the fish were only able to perceive the freshwater shrimp in one chamber in the near infrared range" explains Dr. |Sebastian Baldauf, one of the scientists involved in the study.

Physiologists thought that seeing in the near ir range would be unlikely

The experiment showed that the fish spent more time and were more frequently in front of the chamber that let infrared light pass. "The fish detect their prey based on infrared radiation alone" reports the biologist from the University of Bonn. "Until now, physiologists thought that noise levels in the near-infrared range were too high to allow visual perception." As the experiment has shown, the fish were capable of perceiving prey in a wavelength range above 780 nanometers. It is well-known that snakes can perceive far infrared radiation at longer wavelengths above 2,000 nanometers. "But they don't use their eyes for this purpose; instead they have a heat-sensitive pit organ," says Dr. Baldauf. Human eyes are not capable of seeing infrared radiation.

Seeing infrared is useful in the natural habitat

The advantage of the fish's ability to see infrared may become obvious when you look at its natural habitat. The shallow rivers of West Africa have a relatively large amount of infrared radiation. "That's exactly why it makes sense to use infrared cues for detecting prey organisms," explains Dr. Baldauf. "It is a clear selective advantage if you can perceive additional signals that others cannot perceive." It is quite likely that other animals also have evolved a perception of near-infrared radiation, e.g. for hunting or orientation, such as other fishes or birds. The researchers from the University of Bonn now want to study more closely the physiology of infrared vision, and to what extent infrared radiation is relevant in other contexts.

Infrared radiation in partner selection?

When performing color measurements on these fish the researchers found that certain regions of the cichlid body reflect the light in the near-infared range. "We found that females reflect infrared radiation from their belly region, and males from their fins" says Dr. Baldauf. The female belly is important for mate choice, and the fins are displayed during aggressive encounters between males. "Perhaps near-infrared signals play a role in visual communication in this species" says the biologist. "And that's what we additionally would like to study in further experiments."

New study brings a doubted exoplanet 'back from the dead'

ScienceDaily (Oct. 25, 2012) ? A second look at data from NASA's Hubble Space Telescope is reanimating the claim that the nearby star Fomalhaut hosts a massive exoplanet. The study suggests that the planet, named Fomalhaut b, is a rare and possibly unique object that is completely shrouded by dust.

Fomalhaut is the brightest star in the constellation Piscis Austrinus and lies 25 light-years away.

In November 2008, Hubble astronomers announced the exoplanet, named Fomalhaut b, as the first one ever directly imaged in visible light around another star. The object was imaged just inside a vast ring of debris surrounding but offset from the host star. The planet's location and mass -- no more than three times Jupiter's -- seemed just right for its gravity to explain the ring's appearance.

Recent studies have claimed that this planetary interpretation is incorrect. Based on the object's apparent motion and the lack of an infrared detection by NASA's Spitzer Space Telescope, they argue that the object is a short-lived dust cloud unrelated to any planet.

A new analysis, however, brings the planet conclusion back to life.

"Although our results seriously challenge the original discovery paper, they do so in a way that actually makes the object's interpretation much cleaner and leaves intact the core conclusion, that Fomalhaut b is indeed a massive planet," said Thayne Currie, an astronomer formerly at NASA's Goddard Space Flight Center in Greenbelt, Md., and now at the University of Toronto.

The discovery study reported that Fomalhaut b's brightness varied by about a factor of two and cited this as evidence that the planet was accreting gas. Follow-up studies then interpreted this variability as evidence that the object actually was a transient dust cloud instead.

In the new study, Currie and his team reanalyzed Hubble observations of the star from 2004 and 2006. They easily recovered the planet in observations taken at visible wavelengths near 600 and 800 nanometers, and made a new detection in violet light near 400 nanometers. In contrast to the earlier research, the team found that the planet remained at constant brightness.

The team attempted to detect Fomalhaut b in the infrared using the Subaru Telescope in Hawaii, but was unable to do so. The non-detections with Subaru and Spitzer imply that Fomalhaut b must have less than twice the mass of Jupiter.

Another contentious issue has been the object's orbit. If Fomalhaut b is responsible for the ring's offset and sharp interior edge, then it must follow an orbit aligned with the ring and must now be moving at its slowest speed. The speed implied by the original study appeared to be too fast. Additionally, some researchers argued that Fomalhaut b follows a tilted orbit that passes through the ring plane.

Using the Hubble data, Currie's team established that Fomalhaut b is moving with a speed and direction consistent with the original idea that the planet's gravity is modifying the ring.

"What we've seen from our analysis is that the object's minimum distance from the disk has hardly changed at all in two years, which is a good sign that it's in a nice ring-sculpting orbit," explained Timothy Rodigas, a graduate student in the University of Arizona and a member of the team.

Currie's team also addressed studies that interpret Fomalhaut b as a compact dust cloud not gravitationally bound to a planet. Near Fomalhaut's ring, orbital dynamics would spread out or completely dissipate such a cloud in as little as 60,000 years. The dust grains experience additional forces, which operate on much faster timescales, as they interact with the star's light.

"Given what we know about the behavior of dust and the environment where the planet is located, we think that we're seeing a planetary object that is completely embedded in dust rather than a free-floating dust cloud," said team member John Debes, an astronomer at the Space Telescope Science Institute in Baltimore, Md.

A paper describing the findings has been accepted for publication in The Astrophysical Journal Letters.

Because astronomers detect Fomalhaut b by the light of surrounding dust and not by light or heat emitted by its atmosphere, it no longer ranks as a "directly imaged exoplanet." But because it's the right mass and in the right place to sculpt the ring, Currie's team thinks it should be considered a "planet identified from direct imaging."

Fomalhaut was targeted with Hubble most recently in May by another team. Those observations are currently under scientific analysis and are expected to be published soon.

With a new leader at the helm and construction about to begin on a $2 million facility in Avondale, Jefferson Community Health Care Centers are getting a fresh start after years of administrative turnover and critical financial audits. Shondra Williams, who became the agency?s chief executive officer in September, pledged to bring stability to the organization, stressing there will be accountability and transparency in its business practices.

?My leadership is one that will be transformational, transformational in the sense of ensuring financial and operational integrity,?? she said. ?Transformational in the sense of becoming more community engaged.??

Williams, 39, holds a bachelor?s and doctorate in nursing from Southern University. She earned a dual master?s in nursing and nurse practitioner from Loyola University. She spent 12 years at the state Department of Health and Hospitals managing a program that oversaw 65 clinics.

Jefferson Parish Councilman Mark Spears, whose district includes two of the three?centers, said he has not met Williams, but called the changes ?a new day for the clinic.??

?I look forward to working with her and helping her,?? Spears said, adding the clinics provide access to healthcare those most in need. ?You can never lose sight of that it serves a lot of low and moderate income people in Jefferson Parish and probably other parishes.??

In August, the state legislative auditor found that the agency?s former finance chief transferred more than $200,000 in clinic funds to her personal bank account. The report also said that she and the former executive director paid themselves for unearned vacation and doled out thousands for personal loans and a business investment.

That report came on the heels of one in 2010, in which the state legislative auditor found the agency overbilled West Jefferson Medical Center, provided interest-free loans to employees and was missing $100,000 in checks. Finance officer Ebony Williams was fired and CEO Carol Smith resigned.

Williams said the agency's certifications, including accreditation from the Joint Commission on health care, are rigorous processes and will help insure that financial operations are in order.

Meanwhile, she and the health centers? new board of directors will break ground Friday on a $2 million facility for its Avondale site. The Louisiana Primary Care Association is funding the clinic, which at more than 8,000 square feet,?will be twice the size of the current facility. The Avondale site?serves about 7,000 patients, but Williams expects the number to rise with the larger space.

The center will continue to offer primary care, preventative and behavioral services. It will add dental services and eventually a vision center.

?It?s in the heart of the Avondale community. It?s accessible on a major thruway. There are constituents who can actually walk to the facility,?? she said.

Its location adjacent to a community center also provides patients access to other resources they may need, Williams said.

Overall, the number of new patients at the three clinics, including two others in Marrero and River Ridge, rose from 10,000 to 13,000 between 2009 and now. But those numbers triple in size when repeat patients are factored in, Williams said. Doctors are treating more people with chronic diseases such as hypertension and diabetes.

?Jefferson Parish has grown exponentially post Hurricane Katrina. That?s why it?s so important for us to be a resource to the 435,000 constituents of Jefferson Parish and beyond,?? she said.

Solar glider project seeks funding for two-seater

The?Sunseeker, a solar-powered plane-glider hybrid that has been flying for more than two decades, is about to get?a new, more spacious successor ? but only if the builders can secure the funding.

Eric Raymond built the original Sunseeker on the frame of a Stemme S-10 glider, and flew across the U.S. in it. The lightweight plane can climb to a decent height using batteries, then charge those batteries by gliding above the cloud layer. It's put in thousands of miles and is going strong, but recently they've been working on putting together an improved two-seater version.

The dynamics of solar flight are so sensitive to things like weight and solar cell efficiency that putting another passenger in (adding, say, 150 pounds) would totally compromise the vessel's ability to fly. But by employing?improved materials and more efficient?solar cells, Raymond hopes to be able to halve the dry weight of the plane and make room for a second passenger.

But it's not cheap building a state-of-the-art solar plane, so they're hoping to sprint the last mile with a Kickstarter campaign. Unfortunately, as of this writing only $7,041 has been pledged?of the $70,000 they hoped to raise, so it may be that they'll have to find the money elsewhere. The campaign ends on November 11th.

Either way the Sunseeker Duo, as they're calling it, is a sure thing. With a dedicated and passionate team and some partners in the industry (both of which they have), it'll happen sooner or later. Businessman Hank Ton has pleaded guilty to two relatively minor charges as part of a plea agreement with federal prosecutors in which Ton admitted to concocting a payroll-fraud scheme with River Birch landfill executive Dominick Fazzio.

Ton on Wednesday pleaded guilty to one count of conspiracy and one count of failure to collect and pay employment taxes. His guilty pleas came after prosecutors last week quietly filed a bill of information alleging that Ton and Fazzio conspired to pay employees in Ton's companies under the table and reduce the payroll-tax obligation of several firms owned by Ton.

According to the court documents in the Ton case, as well as an Oct. 11 indictment against Fazzio, the scheme defrauded the government of about $3.6 million in payroll taxes over a four-year period.

Fazzio, who faces 16 criminal counts tied to the alleged scheme, has pleaded not guilty.

Prosecutors named Ton as a co-conspirator in Fazzio's Oct. 11 indictment, but didn't file charges against Ton. Sources then said Ton was cooperating with the investigation. Indeed, Ton's plea agreement filed in court Wednesday is dated Oct. 5, a week before the government filed the payroll-fraud charges against Fazzio.

Ton was released on $25,000 bond Wednesday and his sentencing is set for Jan. 24.

9 Financial Tips for the Long-Distance Relationship - Marriage Right

Let?s face it, long-distance relationships are pricey. You may not spend money on date nights every week, but you do spend a good chunk of money on plane tickets each month. Thankfully, there are ways to save?and even have enough money left over for the wedding! Here are some tips I?ve found useful while juggling my own long-distance relationship:

1. Keep your phone bill down. It?s so important to stay connected when you are in a relationship, especially a long-distance one, but you don?t want to end up with an outrageous phone bill. Fortunately, there are several options to keep your bill reasonable:

  • Get the same cell phone provider
  • Get a 5 friends plan and make your boyfriend/girlfriend one of them
  • Talk after 9:00 p.m.
  • Place the call using gmail (free in US)
  • Skype (free US and international, and you have the video option!)

2. Be creative. My friend?s boyfriend (who is now her husband) didn?t have much money. So, to afford a plane ticket, he sold his plasma. I don?t recommend this for those who get queasy at the sight of needles, but recycling bottles, working weekend event security, or babysitting your neighbor?s kids might bring in that extra cash you need.

3.?Take the cash. Do people ever ask what you want for your birthday or Christmas? Well, don?t be embarrassed to mention cash. They know you?re dying to see your loved one, so they?ll probably be happy to comply.

4.?Only travel as far as your wallet can take you. I know this is hard, but if you don?t have the money, don?t purchase the plane ticket. You?ll regret it later when the interest rates come knocking. I know several couples that are still trying to recover from travelling beyond their means while they were dating long-distance.

5.?Become a flight-booking expert. Shop around and figure out which airlines habitually fly most economically to that area. Then stalk their website to figure out the best day to purchase tickets. Usually, midweek is the cheapest time to book flights. You?ll also want to book as far ahead as possible to get the best price.

6.?Collect your miles. Don?t forget to get a frequent flyer card from every airline you fly. Then make sure you add every mile to your card. You?ll steadily work yourself up to a free ticket.

7.?Travel Smart. Baggage fees are expensive, so take only what you can carry on the plane. Girls, I understand this can be hard! But leave all those great shoes behind and pack light! Your wallet will thank you.

8.?Consider getting an airline credit card. Personally, I have benefitted from this. Not only did I get 20,000 miles when I signed up, I also accumulated miles with all the everyday purchases I made?whether groceries or gas. With every dollar, I earned miles towards my next flight. Of course, take this tip with a grain of salt; if you are bad with credit cards?don?t do it! To avoid getting into debt, commit to only charging what you have in the bank and don?t go over that amount.

9.?Avoid Splurging. Of course you want to go on fancy dates when you see each other, but don?t overdo it. Expensive dinners start to add up quickly; pretty soon you?ve spent half of your next plane ticket. Find a balance by mixing in free or inexpensive dates with some pricier ones. You may find that a picnic can be just as romantic as an expensive meal!

A species relies on genetic diversity to survive and low diversity usually indicates that there has been inbreeding due to a decrease in population size. By looking at historic mitochondrial DNA (mtDNA) from museum samples, new research published in BioMed Central's open access journal BMC Genetics has found that koalas (Phascolarctos cinereus) have had low genetic diversity for over 120 years.

The genetic diversity of koalas is known to be low in modern populations but historical reports suggest that koala populations have had a chequered past. When Europeans first noticed koalas in the late18th century they noted that numbers of this newly described species (originally called Lipurus cinereus) were very low due to Aboriginal hunting and they believed that the species would soon become extinct. Instead hunting declined allowing the koala to become a common animal by the mid 1800s.

At this point in time koala fur became fashionable and the international fur trade decimated the population once more. The koala population was also hit by loss of their habitat to European settlement, and by devastating epidemic diseases such as Chlamydia.

Researchers from Germany, Denmark and the USA compared the mitochondrial DNA of modern koalas and 14 museum specimens from across the world (where the date of the specimen was known) to see how these changes in population sizes had affected koala genetic diversity. Despite the 14 historic koalas being from different places and time points, they each had only one of four different haplotypes (variations in the mtDNA hypervariable region) and all of these can be found in modern koalas.

Prof Alex Greenwood, from the Leibniz-Institute for Zoo and Wildlife Research, who led this study, commented, "We thought that, like other species such as the grey wolf where the population has recently declined, there should be greater diversity in museum samples than modern specimens. We found this not to be true. The event which reduced the genetic diversity of koalas must have happened a long time ago, perhaps during the late Pleistocene when the larger species of koala, P. stirtoni, became extinct."

Low genetic diversity may mean that the species is less able to survive changes to its environment such as global warming, or competing for habitat with humans. The low diversity may also be responsible for the widespread inability of the koala to resist diseases such as Chlamydia and the newly discovered koala retrovirus (KoRV).

Obama busted for cover-up | Education News

CBS News has released a clip of an interview by Steve Kroft of 60 Minutes on Sep. 12 with President Barack Obama that indicates Obama knew the assault on the U.S. consulate in Benghazi, Libya was a premeditated terror attack?and suggests the White House later deceived the public by blaming protests against an anti-Islam video. CBS chose not to air the clip for over a month?but did air Obama?s attack on Romney that same night.

Obama told Kroft that the attack in Benghazi was different from the violent protest at the U.S. embassy in Cairo: ?You?re right that this is not a situation that was exactly the same as what happened in Egypt, and my suspicion is, is that there are folks involved in this who were looking to target Americans from the start.?

Obama?s remarks pointed towards a premeditated attack, in contrast to the story the White House went on to tell for weeks.

CBS chose not to air that portion of the interview with President Obama?not even in the days and weeks that followed, when it was highly relevant?first to the question of the nature of the Benghazi attack, then to the question of whether the president had in fact called it an act of terror from the start.

According to Fox News, the clip first appeared online on Oct. 19. It was embedded Oct. 24 in an article by CBS News? Sharyl Attkisson.

What CBS chose to air, instead, was President Obama?s attack on his Republican rival, Mitt Romney, who had criticized the administration?s apologetic response to the Cairo demonstration.

Obama said Romney ?seems to have a tendency to shoot first and aim later.? That portion of the interview aired immediately, and drove the news for days. Obama?s comment suggesting that the attack had been premeditated was not aired.

Attkisson reported this week that emails linking an Al Qaeda affiliate to the Benghazi attack had been sent to the White House Situation Room just over two hours after the attack had begun. The emails suggest that the Obama administration knew from the outset that the Benghazi attack had been a terrorist attack?and that it knowingly misled the public when it repeatedly claimed there was no evidence of terrorist involvement.

When the video story unraveled, the White House tried to argue that President Obama had called the Benghazi attack an act of terror all along. In the second presidential debate, the President famously pointed to his Sep. 12 statement in the Rose Garden as proof, though his reference to ?acts of terror? on that occasion had been general and not specific to the Benghazi attack, which he implied had been provoked by the video.

The new CBS footage suggests that Obama did, in fact, describe the Benghazi attacks as premeditated terrorism?not in the Rose Garden but in the White House itself, in a portion of an interview that did not air until more than a month later.

During that time, both CBS and Obama could have referred to the interview, but did not?likely because doing so would have vindicated Obama at the cost of exposing his subsequent deceit.

The fact that CBS refrained from publishing the critical clip from the interview widens the political scandal surrounding Benghazi into a media scandal.

National Public Radio?s Mara Liasson criticized CBS on Fox News Special Report yesterday, saying that CBS ought to have made the entire interview with Obama available immediately, in the public interest.

Together with the president, CBS has much to explain.

Decorating for Halloween : Ideas for Women Home and Family Blog


Most people are starting to do their Halloween decorating and coming up with ways to make your house look great can be difficult. You can run out and purchase all those decorations for your home or you can make a few. A really easy one is using milk jugs with spooky faces and tea light candles inside to turn your walkway into a spooky ghost path.

Another good idea (and a classic) is taking cardboard and cutting them into tombstone shapes. You simply spray paint and then stake down in the yard for a graveyard look. A sheet hanging from the tree makes an excellent ghost and many people hang stretched cotton to look like spider webs.

If you want things to look a little less spooky and more cute then you can carve a pumpkin or too and set them on the stoop. I have even seen a couple with personalized letters on them this year so far. One other classic is the bails of hay and corn out in the yard. It has been a standard for many years and if done correctly can look spooky or cute depending on your mood.

Colombia?s president awarded Shalom Prize

BUENOS?AIRES, Argentina (JTA) -- Colombian President Juan Manuel Santos was awarded the Shalom Prize for his commitment to seeking peace in his country and worldwide.

The prize, bestowed Tuesday at a ceremony in Bogota, is awarded by the Latin American chapter of the World Jewish Congress based in Buenos Aires.

?Both the people here and the people in Israel have been seeking peace for decades,? Santos said upon receiving the award.

Prior to the ceremony, WJC President Ronald Lauder and Latin American Jewish Congress President Jack Terpins held a private meeting with Santos, who praised the Jewish community for supporting him in the controversial decision to engage in the current talks with the rebel group FARC.

Santos added that Colombia supports a negotiated settlement of the Israeli-Palestinian conflict and a two-state solution. However, a peace deal had to include the recognition of Israel as the nation-state of the Jewish people, he said, according to those present at the meeting.

The award was established to recognize individuals or organizations who seek peace. In 2008, Chilean President Michelle Bachelet received the award in recognition of his government's efforts to build an inclusive society with full respect for minorities.

ITU Telecom World 2012: Our broadband plan is open to investors ...

LAST week, the ITU Telecom World 2012 held in Dubai, United Arab Emirates, from Sunday 14th to Thursday 18th October at the Duibai International Conference & Exhibition Centre, DICEC. In all, the event featured 95 top-notch speakers that included our Minister of Communications Technology, Mrs Omobola Johnson and the executive Vice-Chairman of the Nigerian Communications Commission, Dr Eugene Juwah, and his predecessor, Engr. Ernest Ndukwe, chairman of OpenMedia Group.

Also, 19 countries had pavilions, all of whom are from the Middle East and Africa (MEA) regions, with th exception of Thailand, South Korea, Azerbaijan, and China. For us Nigerians, it was an eye-opening event.

From the very first day, and even before the event, it was clar Nigeria was attending ITU Telecom World 2012 with one sole objective: wooing investors for the nation?s broadband project.

From the Nigeria Day which held at the Nigeria Pavilion, to the dinner at Al-Multaqua, to yet another dinner at the Grand Hyatt Hotel, the message from Nigeria was the same: Investors, come put your money in Nigerian broadband project.

Vice President Namadi Sambo who led the Nigerian delegation to Dubai assured investors of better opportunities to invest in Nigeria. According to him, the Nigerian telecoms sector has all it takes to attract investors, saying ?the investment you make in Nigeria will be the best you have ever made.?

Minister of Communications Technology, Mrs. Omobola Johnson, presenting business opportunities of Nigeria to investors at a lunch hosted by the Nigerian government at Al Multaqua in DICEC, said Nigeria had grown its Gross Domestic Product (GDP) by additional five per cent, with plans to increase it in the next five years.

She also said investment in the telecoms sector has reached the $25 billion mark in recent times.

Executive Vice-Chairman of the Nigerian Communications Commission, Dr Eugene Juwah in several presentations during the event took his audiences down memory lane by reminding them of the spectacular growth of GSM voice telephony in Nigeria in just a decade. His words:

?The growth of the telecommunications sector in Nigeria and indeed in sub-sahara Africa in the last ten years has been impressive. In Nigeria for example, teledensity has risen from 0.44% (about 400 thousand active lines) in 2001 to 72% (just over 100 million active) in 2012.

?This growth was achieved due to increased competition in the telecommunication market when the Nigerian communications Commission licensed four (4) new mobile operators to offer mobile services, in addition to the government controlled incumbent, which hitherto accounted for about 95% of all active phone lines in the country.

?Replicating this growth in voice telephony penetration to data penetration requires a whole new strategy as well as learning gained from the rollout of the voice telephony services.

The economic impact of broadband penetration has been found to be quite impressive, World Bank studies show, quite conclusively, that in low and middle-income countries (which many developing countries fall under), every 10% percentage point increase in broadband penetration accelerate economic growth by 1.38 percentage points.

This impact is greater in mid to low income countries than what is obtainable in high _income Countries and equally greater than the impact of any other telecommunication service.

?Notwithstanding the benefits that have been associated with broadband, in developing countries it has to be understood that broadband for all is a medium to long term strategy and the main beneficiaries, in the short term, of the broadband revolution will be businesses.

?Because broadband networks need to generate traffic to lower their costs and increase their profitability, and in light of the fact that broadband is an ecosystem in which users play a central role, stimulating demand is very important as this will provide the means for further expansion of broadband services and increase penetration.

In Africa, broadband penetration is less than 5%, hence there is a huge opportunity for growth and subsequent increase in penetration to un-served and underserved areas and populations. Government or private enterprise alone cannot ensure universal access to broadband services. To make this possible, government and private sector need to collaborate. Several factors will determine how successful broadband rollout in Africa and indeed in other developing countries will be. Some of these factors include:

-Importance of having an overall plan to rollout broadband at a national level in consultation with industry

-Political backing at the very top levels to ensure broadband rollout. This will ensure bureaucratic bottlenecks and access rights are speedily addressed

  • All ministries and government departments must work in a synchronous manner
  • Required spectrum is made available. Especially spectrum that provides the biggest advantage in terms of coverage, capacity and wide adoption across the globe to provide the biggest economies of scale advantages for devices and equipments utilizing these spectrums and the potential to make devices affordable for low income households.
  • The public partnering with the private sector and the use of Universal Service Funds
  • Devising regulatory frameworks that ensures non-discriminatory access to back-haul
  • Technology neutrality: Deploy different technologies as appropriate for different situations.
  • Parallel initiatives to stimulate demand e.g. providing netbooks to primary and secondary school students,? creating awareness on the benefits of broadband services etc.
  • Providing universal access to broadband will require addressing the issues and factors as stated above in addition to addressing the needs of disadvantaged groups in utilising broadband services either by adapting the services to their needs and / or proper device configuration to meet the needs of disadvantaged groups.

In his remarks, Secretary-general of the ITU, Dr Hamadoun Toure commended the Nigerian broadband strategy and lauded the regulator, saying ? some countries desire broadband. Nigeria not only desires broadband, but has a working pland and model to actualize it. For Nigeria to remain at the top of the telecoms growth chart for five years in a row means there is something they are doing right.?

Also on the Nigeria delegation to Dubai were members of the National Asembly, some members of the House of Representatives led by Chairman, House Committee on Communications, Oyetunde Ojo; Governor of Abia State, Theodore Orji and the Governor of Niger State, Dr Mu?azu Babangida Aliyu, and later, Akwa Ibom Governor, Obong Godswill Akpabio.
