BC Select Standing Committee on Finance | BC Touring Council

The BC Government Select Standing Committee on Finance and Government Services is seeking British Columbians? input into the 2013 provincial budget in person, in writing and by completing a survey. It is important they hear from BC based Arts & Culture workers ? presenters, venues, arts councils, community groups, artists and businesses. ?You are invited to participate by presenting at a public hearing, completing their on-line survey or by sending written or video submissions http://www.leg.bc.ca/budgetconsultations/public-hearings.asp .The deadline for written submissions is October 18. ?

As YOUR POSITION (of the YOUR ARTS ORGANIZATION and current member of the BC Touring Council, I am writing on behalf of my organization and our members to -encourage the Standing Committee on Finance to make recommendations to increase investment to the arts and culture sector to address current shortfalls.

YOUR ORGANIZATION represents and works on behalf of NUMBER members in our community. Our members are artists, cultural workers and member groups; our volunteers donate hundreds of hours. Funding for the arts received through the BC Arts Council and Gaming Commission allows community-based arts organizations such as ours to leverage money from other sectors. The arts and culture sector is a significant economic driver connected to the creative economy.

YOUR ORGANIZATION would like to emphasize the need for the provincial government to increase its commitment to invest in arts and culture through the BC Arts Council and the Gaming Commission. What our province needs is a renewed vision and plan for arts and culture, including heritage. The uncertainty and instability caused for our organization by funding cuts over the past few years have made it almost impossible for either to plan forward or fulfil our mandate.

The necessity for the government to provide stable, predictable funding for the BC Arts Council and Community Gaming Grant programs so that they can offer multi-year funding to arts and cultural organizations must be considered seriously. ?We recommend specifically studying a three-year budgeting model that includes the ability to carry over unspent earmarked funds and that does not penalize successful fundraising.

As you know funding cuts from 2008-2011 meant that a majority of arts and cultural organizations were no longer eligible for Gaming grants and saw their BC Arts Councils grants reduced. Cuts were made to groups that worked hard to build capacity in their organizations and in their communities over several years. ADD INFORMATION ON THE IMPACT OF FUNDING CUTS TO YOUR ORGANIZATION.

The recommendations from Skip Triplett?s Community Gaming Grant Review Report and the re-instatement of eligibility for adult and professional organizations were encouraging. In accordance with the options presented in Skip Triplett?s report, we propose increasing Gaming Community Grants to organizations from $134.9 million in 2011-12 to $156 million for 2013-14, keeping in mind the option to substantially increase Gaming grants in the long term.

For the past two years we were encouraged that the Select Standing Committee on Finance and Government Services recommended the restoration of arts funding to previous levels, including an appropriation directly to the BC Arts Council. At this time YOUR ORGANIZATION would like to see an increase in the budget of the BC Arts Council to $32 million, with a plan to increase their legislated appropriated investment to $40 million, over the following two-year period

We ask you to consider the following three key recommendations:

2) In accordance with options presented in Skip Triplett?s Community Gaming Grant Review Report, we propose increasing Gaming Community Grants to organizations from $134.9 million in 2011-12 to $156 million for 2013-14, keeping in mind the option to substantially increase Gaming grants in the long term.

3) Provide stable, predictable funding for the BC Arts Council and Community Gaming Grant programs so that they can offer multi-year funding to arts and cultural organizations. ?We recommend specifically considering a three-year budgeting model that includes the ability to carry over unspent earmarked funds and that does not penalize successful fundraising.

YOUR ORGANIZATION strongly believes that arts and culture have a crucial part to play in the economic, social, environmental, healthcare, and educational future of a British Columbia that is indeed among the best places on Earth.

Providing increased, stable, predictable multi-year core funding will ensure stability for the BC Arts Council, and for arts and cultural groups such as ours across the province; will ensure ongoing economic, social and health benefits to our communities; and will contribute to the growth of a successful cultural tourism sector.
