Jared Bernstein: The Myth of the Myth of the Disappearing Middle Class

Brookings economist Ron Haskins puts a hurt on some numbers in this AM's Washington Post.

His piece has two parts. The first part, discussed below, has a pretty fat thumb on the scale. The second is about how decisions regarding marriage and the pursuit of higher ed can have a profound effect on a person and family's economic success. I'll leave that for now, though I should say that while I don't often agree with him, Ron's done solid, thoughtful work on those important issues.

Which is one reason why the rest of the piece struck me as uncharacteristically misleading. Let's go piece by piece.

- The argument is framed as "the myth of disappearing middle class." That's a canard. Most living standards analysts, including Ron in this piece (!), think of the middle class as some chunk in the middle of the income distribution -- say the middle fifth or some variation there in (e.g., 40th to 80th percentile), which of course cannot by definition "disappear." I've been writing about middle-class economics for decades, including nine editions of the "State of Working America. Not once did I or my colleagues argue "disappearance."

- We did, and do, argue that the wage and income growth of middle class workers and families has weakened over time-that the middle-class has becoming increasingly squeezed. How does that square with Ron's findings? He cites research much like that of the Congressional Budget Office on family income trends, noting that middle class income (the middle fifth of the income scale) "grew by nearly 40 percent" 1979-2007 (CBO analysis shows 35%; Ron's source shows 37%, so about the same -- I'm using CBO because it's available to me in some detail; note that these trends include the effect of taxes, transfer payments, and the value of employer provided health care).

First of all, 35% over 28 years is 1.1% per year, over a period when productivity grew at twice that rate (up 72%, or 2% per year). There's no reason to expect middle-class incomes to grow at the rate of productivity year in and year out, though they did so for a few decades in the post-war years. But this persistent divergence is important context that should not be left out.

- The value of health care isn't as big a deal as he thinks it is, though it's characteristic of this "myth" literature to invoke the value health benefits as a game-changer for middle-class living standards. This raises two questions. First, are such benefits totally fungible? That is, if the value of my employer or government provided health care benefits is $1,000, is my family that much better off?

It's not clear that this is the case, especially given the fact that the rising costs of health care don't always reflect quality improvements for the broad middle class (i.e., they have more to do with technology and end-of-life care). It's certainly not worth zero -- to go without health coverage is a real blow to living standards. And if you or your family gets sick, it's extremely valuable. But it's wrong to just tack it onto income and argue everyone is that much better off.

Second, what's the empirical evidence here? On inequality, as the figure below reveals, there's little difference in the trend of the Gini coefficient (a measure of income inequality) when you include the value of employer-provided care (see the lines labeled market income with and without ESI -- employer-sponsored insurance). The two lines are almost coincident, meaning the increase in inequality doesn't go away when you include the value of health care.

In terms of real growth, it turns out that taxes matter much more than the value of health care. The CBO data show that real median income, all in (taxes, ESI, etc.), grew 35%, 1979-2007, as noted. Take out taxes and transfers (and it's taxes that are the big story for the middle, not transfers), and that growth falls by almost half, to 19%, or 0.6% per year. More on that in a moment, but woe betide the middle class-or anyone else-if the fate of their living standards is tied not to economic growth or their labor market outcomes, but to the largess of the Congressional tax writing committees.

- It's also wrong to lump all these time periods together (note: this is a mistake that Ron's source data -- a paper by Rick Burkhauser et al doesn't make -- they break growth periods up in useful ways). About 80% of that 19% growth in pretax income occurred in the 1990s expansion (1993-2000), a period of uniquely full employment, and the only period over the last thirty years when the middle class kept up with overall economic growth. Over the 1980s business cycle, market incomes for the middle class grew 5%; in the 2000s cycle, a measly 3%.

- To understand the middle class squeeze, you've got to look and wages and hours. Census data reveal the amazing fact that the median earnings of full-time male workers were almost exactly the same in real terms in 1979 as in 2010: in real 2010 dollars, 1979: $47,621; 2010: $47,715. How could that possibly not be relevant in an article about middle-class well-being?

Because of this long-term stagnation in men's earnings, middle-class families have had to work a lot more hours to get ahead. Of course, women's contributions to their families' incomes have become much more important over these years, and that too needs to be accounted for, as EPI does in State of Working America. There you'll find evidence of 3-4 more months spent in the paid labor market by married-couple families over this period.

That's not all bad, of course, and partially reflects women's integration into the job market as well as the decline in gender wage differentials. But you can't ignore it, tack on taxes and health care, and wash your hands of any possible problems here.

In fact, if you include these observations about wages to Ron's thesis here, you're left with a pretty uncomfortable conclusion: the middle class doesn't need to worry about how they're doing at work -- we'll make up any shortfalls with tax and health benefits.

Good luck with that.

As I said, a lot of what Ron has in here makes more sense than this "disappearing middle" stuff. He's got good evidence of the importance of increased benefits to the poor, which as we at CBPP have also stressed, have often been very effective at lifting the incomes of the bottom fifth (especially the EITC). But the part on the middle class is incomplete at best and misleading at worst.

A DICER protein, known to produce tiny RNAs in cells, also helps complete an important step in gene expression, according to research on Arabidopsis thaliana.

The expression of a gene, when an organism's DNA is transcribed into a useable product, requires activation via a promoter or an external trigger. Plant research to be published in Science helps to show that later stages of transcription are just as important. This is likely to apply to other organisms, including humans.

Termination is the final stage of transcription. Successful termination is dependent on DNA being transcribed into RNA with the correct sections, including a certain length tail.

Scientists at the John Innes Centre on Norwich Research Park have found that where effective termination through the normal mechanisms has not occurred, DICER-LIKE 4 (DCL4) steps in to tidy up. Without termination, transcription continues down the chromosome unchecked.

In this way, DCL4 plays a crucial and previously unknown role in transcription termination. It helps formation of the gene product. DCL4 is more commonly known to play a part in the opposite effect, gene silencing.

"DCL4 is a back-up to termination processes, helping a gene to be successfully expressed," said lead author Professor Caroline Dean from JIC, which is strategically funded by the BBSRC.

The findings may help explain why gene silencing happens so often with transgenes. It was not known that so much attention should be given to the tail end of a gene.

"Our research shows that for successful expression the end of a gene is just as important as its beginning," said Dean.

When termination fails a lot of aberrant RNA is made ? this is degraded as part of a cell's quality control mechanism. This can have consequences for other sequences in the genome that match the aberrant RNA.

"If a gene ends badly, aberrant RNA will trigger silencing pathways," said Dean.

DCL4's ability to step in to rescue poor termination makes it important for both successful gene expression, a previously unknown role for it, and gene silencing.

"Autism is now officially becoming an epidemic in the United States," said Mark Roithmayr, president of Autism Speaks, at a news conference where the new figures were released Thursday.

The previous estimate was 1 in 110. The new figure is from the latest in a series of studies that have steadily raised the government's autism estimate. This new number means autism is nearly twice as common as officials said it was only five years ago, and likely affects roughly 1 million U.S. children and teens.

Health officials attribute the increase largely to better recognition of cases, through wider screening and better diagnosis. But the search for the cause of autism is really only beginning, and officials acknowledge that other factors may be helping to drive up the numbers.

"One thing the data tells us with certainty ? there are many children and families who need help," said Dr. Thomas Frieden, director of the Centers for Disease Control and Prevention, the agency that released the estimate.

For decades, the diagnosis was given only to kids with severe language, intellectual and social impairments and unusual, repetitious behaviors. But the definition of the disorder has gradually expanded, so that now "autism" is also shorthand for a group of milder, related conditions, including Asperger's syndrome.

Still, Melissa Miller, a St. Petersburg, Fla., mom whose daughter, Chelsea, was diagnosed last year at age 2, said many people misunderstand the disorder.

"I think many people hear 'autism' and think 'Rain Man,'" she said, referring to the 1988 movie featuring Dustin Hoffman as an extremely socially impaired autistic man.

"The autism spectrum is so vast and all of our children are different. Many of them don't rock back and forth or have savant skills. They are sweet, affectionate, intelligent, goofy ? and exhausting ? kids," Miller said.

There are no blood or biologic tests for autism, so diagnosis is not an exact science. It's identified by making judgments about a child's behavior.

Meanwhile, there's been an explosion in autism-related treatment and services for children. In 1990, Congress added autism as a separate disability category to a federal law that guarantees special education services. School districts have been building up autism-addressing programs since.

The CDC study is considered the most comprehensive U.S. investigation of autism prevalence to date. Researchers gathered data from areas in 14 states ? Alabama, Arizona, Arkansas, Colorado, Florida, Georgia, Maryland, Missouri, New Jersey, North Carolina, Pennsylvania, South Carolina, Utah and Wisconsin.

They looked specifically at 8-year-old children because most autism is diagnosed by that age. They checked health and school records to see which children met the criteria for autism, even if they hadn't been formally diagnosed. Then, the researchers calculated how common autism was in each place and overall.

An earlier report based on 2002 findings estimated that about 1 in 150 children that age had autism or a related disorder such as Asperger's. After seeing 2006 data, the figure was revised to about 1 in 110. The estimate of 1 in 88, based on 2008 data, is about 1.1 percent of kids that age.

The study also found that autism disorders were almost five times more common in boys, while a growing number of black and Hispanic children were also reported to have them. And an increasingly large proportion of children with autism have IQs of 85 or higher, it said ? a finding that contradicts a past assumption that most autistic kids had IQs of 70 or lower.

Higher autism rates were found in some places than others. For example in Utah, as many as 1 in 47 of the 8-year-olds had an autism spectrum disorder. In New Jersey, 1 in 49 did.

Alabama was at the other end of the scale, with only about 1 in 210 identified as autistic. The difference was attributed to less information: Researchers were not able to access school information in that state and a few others, and as a result believe they have a less complete picture.

That's a reasonable explanation, said Zachary Warren, director of an autism treatment and research institute at Vanderbilt University.

"How you go looking for something is going to affect what you find," he said.

In the early 1990s, only a few out of every 10,000 children were diagnosed with the condition, based on some small studies in individual states or cities. But the numbers began to change dramatically after 2000, when Congress directed federal health officials to do more autism research, and CDC started the larger study to see how common autism is.

CDC is also studying the cause of autism, which has remained a mystery.

Scientists say genetics play a role.

Some parents and others have believed childhood vaccines trigger autism. However, many studies have not found a connection,

CDC researchers are looking at other possible factors, including illnesses that mothers had while they were pregnant with children who later were diagnosed as autistic. The researchers also are looking into antidepressants and other medications that the pregnant women took and those given to their children when they were young. The first results of that study are expected next year.

Parents are hungry for more answers.

Approaching her second birthday, Cristina Astacio spoke only a few words, wouldn't respond to her name, and shunned other kids in her day-care group in New York. Last October her parents found out why ? specialists said the toddler had autism.

Cristina's parents knew autism was a possibility when Cristina failed to meet many of the developmental milestones they'd seen in their older son. But that didn't make the diagnosis easy to accept.

"I was blaming myself, wondering if there was anything I could have done" to have prevented it, said the girl's mother, Charisse.

Food needs 'climate-smart' change

Major changes are needed in agriculture and food consumption around the world if future generations are to be adequately fed, a major report warns.

Farming must intensify sustainably, cut waste and reduce greenhouse gas emissions from farms, it says.

The Commission on Sustainable Agriculture and Climate Change spent more than a year assessing evidence from scientists and policymakers.

Its final report was released at the Planet Under Pressure conference.

The commission was chaired by Prof Sir John Beddington, the UK government's chief scientific adviser.

"If you're going to generate enough food both to address the poverty of a billion people not getting enough food, with another billion [in the global population] in 13 years' time, you've got to massively increase agriculture," Sir John told BBC News.

"You can't do it using the same agricultural techniques we've used before, because that would seriously increase greenhouse gas emissions for the whole world, with climate change knock-ons."

Farming is probably responsible for about one-third of global greenhouse gas emissions, although the figure is hard to pin down as a large proportion comes from land clearance, for which emissions are notoriously difficult to measure.

Although there are regional variations, climate change is forecast to reduce crop yields overall - dramatically so in the case of South Asia, where studies suggest the wheat yield could halve in 50 years.

"We need to develop agriculture that is 'climate smart' - generating more output without the accompanying greenhouse gas emissions, either via the basic techniques of farming or from ploughing up grassland or cutting down rainforest," said Sir John.

The techniques needed in different regions vary according to what is appropriate, said Dr Christine Negra, who co-ordinated the commission's work.

"In places where using organic methods, for example, is appropriate or economically advantageous and produces good socio-economic and ecological outcomes, that's a great approach," she said.

"In places where, using GMOs, you can address food security challenges and socio-economic issues, those are the right approaches to use where they've been proven safe."

Waste matters

The commission's recommendations go a long way beyond farming methods, however.

It says the economic and policy framework around food production and consumption need to change to encourage sustainability, to raise output while minimising environmental impacts.

Farmers need more investment and better information; governments need to put sustainable farming at the heart of national policies.

Prof Tekalign Mamo, who advises the Agriculture Ministry in Ethiopia, said models already existed for many of the transformations needed.

One, highlighted in the report, is Ethiopia's Productive Safety Net Programme, inaugurated in 2003 with the involvement of the government and international partners.

"One [aspect of it] is household asset building, so people don't deplete their resources in times of chronic food shortage," Prof Mamo told BBC News.

"Another is working on community assets such as building small-scale irrigation or watershed development; the communities own such activities and also allocate free labour, and the government provides incentives like food or cash for those participating.

"It has lifted about 1.3 million of the population from poverty and into food security, and at the same time they also conserved and rehabilitated the environment."

India's guarantee of employment in rural areas, Vietnam's progress with no-till rice farming (which reduces greenhouse gas emissions from soil), and moves to give women secure land ownership in five southern African countries are also highlighted in the report.

But it also recommends changes in developed nations - for example, around food waste.

"The less we waste food, the less food we have to produce, the less greenhouse gases are emitted," noted Dr Negra.

Before last December's UN climate conference in South Africa, the commissioners had advocated incorporating sustainable agriculture into the UN climate convention's discussions.

The eventual decision - to start talks on a "work programme" - is viewed by the commission as being weaker than it might have been.

The commission was established by the Consultative Group on International Agricultural Research (CGIAR), the global network of institutions working on food and poverty issues.

The Planet Under Pressure conference is a four-day gathering of academics, campaigners and business people in London designed to inform policymaking in the run-up to the Rio+20 summit in Brazil in June.

Company says alert system worked in Colo. wildfire

Map locates a wildfire burning west of Denver that has destroyed 15 to 25 houses and left one person dead.

(AP) ? Mary Thuente says her neighbors got an automated call warning them to flee their home as a wildfire spread over the mountains southwest of Denver, but she never got one before she left.

Jack Ogg doesn't think he got a telephone warning either, though it's possible it may have come while he was outside rounding up his dogs and his neighbors' pets. After that, he rushed away with 15 people squeezed into his Jeep after firefighters asked him to take some neighbors with him.

Authorities said Thursday that an estimated 12 percent of people in the path of the wildfire, apparently sparked by a prescribed burn that flared up, never got a call to evacuate. Jefferson County sheriff's spokeswoman Jacki Kelley said a software glitch may have been to blame, though officials were still reviewing what went wrong.

But FirstCall Network Inc., which handles the county's system that automatically calls residents, said the system worked exactly as it should. The 12 percent represents residents who either had disconnected numbers or didn't answer, said Matthew Teague, president of the Baton Rouge, La., company.

"Reaching 88 percent of people in the middle of a weekday is a great percentage," he said.

Officials originally said about 900 residences received automated evacuation notices. Teague said it would take a few minutes to notify that many households.

A couple found dead in the burn area ? Sam Lamar Lucas, 77, and Linda M. Lucas, 76, who was known by some of her friends as Moaneti Lucas ? received an evacuation call, but it was not clear when, Kelley said. It was not yet known whether a woman from the fire area who's still missing received an evacuation notice.

One of the Lucases' neighbors, Eddie Schneider, said he didn't get a call and he knew the couple were packed to go if they received an order to evacuate. Schneider said he left after a firefighter warned him to leave.

The fire has damaged or destroyed about 25 homes and has blackened about 6 square miles in the mostly rural area southwest of Denver's populous suburbs. More than 500 firefighters were at the blaze Thursday, hoping to expand their containment line in case hot and windy weather returns this weekend as predicted.

Crews cleared lines on 45 percent of the fire's 8.5-mile perimeter and made enough progress to allow some residents to return home Thursday. Kelley said 180 homes were still evacuated.

Two planes that drop fire retardant were diverted to a fire in South Dakota, but four Black Hawk helicopters from the Colorado Air National Guard were still dropping water on the blaze.

Coe Meyer, who fled before getting a call to evacuate, viewed his burned home for the first time Thursday. He criticized the state for conducting a prescribed burn after such a dry March.

"The trappings of 62 years are gone," he said.

The controlled fire was meant to reduce vegetation that could fuel a devastating blaze around homes and watersheds.

Like several other residents, Meyer said he called the sheriff's office after seeing smoke near his home Monday but was told not to worry. The Colorado State Forest Service, which conducted last week's prescribed burn, said crews checking on the fire Monday afternoon reported no smoke, but when winds suddenly picked up, they saw embers blow across the containment lines into an unburned patch of land across a road.

While residents raised concerns about Jefferson County's phone notification system, Pueblo County emergency managers said they have used their system without major problems. Those instances, however, generally involve less than 100 calls, said Tim Nawrocki, communications manager for the county Office of Emergency Management.

"It does automatic redials for numbers that were busy or there was no pickup," he said.

Phone numbers for residents with land lines are placed into the system's database by the same company that provides the locations of people who make 911 calls, Nawrocki said. People who have only cellphones must go to a website to register their numbers.

System managers can determine what areas get the calls by mapping them on a computer screen or entering address parameters.

"But usually the simplest is to draw a radius around the incident," Nawrocki said.

El Paso County has found that there can be delays if a larger area must be called, or if the system needs to call back many people who don't answer, sheriff's Lt. Lari Sevene said. Officials educate residents about what to expect on caller ID, so they don't inadvertently ignore an alert.

Sevene said she also reminds residents near wildfires that they can leave before getting an evacuation call.

"If there's a shift in wind, that shift could happen before we have an opportunity to change our messaging," she said.

State and federal agencies usually give some public notice of prescribed burns, partly to warn residents that they may see smoke and shouldn't be alarmed. The state Forest Service won't release details on what kind of warning was given to residents near this fire because that is one of the issues that will be examined in an independent review of the blaze, spokesman Ryan Lockwood said.

On Wednesday, Gov. John Hickenlooper ordered a suspension of the use of prescribed burns on state land. He visited the area Thursday after returning from a trade mission to Mexico and pledged a "very, very thorough review" of the rules for such fires.

"We're going to get every single fact we can with a great sense of urgency," Hickenlooper said. He said the review would take weeks, not months.

He cautioned against a rush to judgment. "People are human, right? They're going to make mistakes," he said.

Asked whether the state should reimburse residents for their losses, Hickenlooper said Colorado has traditionally relied on individual homeowners to insure themselves.

Coloradans could change the rules and make the state financially liable for damages linked to the actions of state employees, but that would require tax increases, he said.

Self-Confidence - A Personal Achievement Remembered | Building ...

I think of myself as a self-confident person, probably because every now and then I try something audacious, work hard, and actually make it happen. I sometimes wonder where this strength comes from - what helped form it.

Meredith Bell once posted a video on her blog, Your Voice of Encouragement, in which she suggests that writing down your Top 50 personal achievements in a "Victory Log" can help boost your self-esteem. Not that I feel I need more work in this area. But I've been interested in the exercise, because my previous attempts to list my personal achievements had never exceeded 20 items. So, curious about what the other 30 might be, I've been letting my brain wander in search of so-called "lesser" achievements.

This morning, a memory popped into my head.

When I was nine years old my family made a road trip to McGill, Nevada to visit my grandparents on my mother's side. My grandfather was a powerful authority figure. Head of a family of 16 children, he was a leader in that Mormon community. One day he and I were walking down the main street of town, and I asked him, "Grandpa, who made this town?"

"God made this town."

It wasn't the answer I was looking for. "What do you mean?"

"God created all that is. Everything in the universe."

"Everything?"

"Everything."

I pointed to the sky. "Did he create that cloud?"

"Everything, son. He created everything."

"The sun and the moon?"

"Yes."

"That saloon?"

"Yes."

My little nine-year-old brain questioned that. That didn't seem right. Why would God create a saloon? He may have created the sun and the moon, but surely, I thought, people created some of the things in the world. "Did he create our car?"

"Yes, God created the car. All the cars in the world. He created everything."

I decided not to pursue the matter with more questions. I sensed that my grandfather meant well and wanted to reinforce my faith, but I knew he would just continue to insist that God made everything that ever was, is, or every would be, and that was that.

But in my heart, I didn't believe that was the way things were. And from that moment on, I saw my grandfather as a fallible person. I concluded that I had to trust my own judgment on my emerging journey towards figuring things out.

That incident may seem trivial to you, but it was, in retrospect, momentous to me. And I haven't thought about it until today, nearly 60 years later. And I have to say, it's definitely on my Top 50 list of personal achievements.

'Dancing With The Stars': Opera Singer Katherine Jenkins Rules

The famous folks stepped up their games on Monday night's "Dancing With the Stars," battling it out with the jive and the quickstep. The judges, however, weren't as kind as they were last week, which saw some of the highest scores ever for a season premiere.

Since there wasn't an elimination last week, Monday night's scores were combined with last week's, plus the fans' votes, to determine who gets the boot on Tuesday (March 27).

Here's how everyone fared:

Katherine Jenkins and Mark Ballas
They danced a casino-themed jive, and the judges thought that her performance was sexy. Judge Carrie Ann Inaba said she had "beautiful lines." "The blonde bombshell is unleashed," judge Bruno Tonioli said. "I know sexy when I see it and you've got it." 52/60

Roshon Fegan and Chelsie Hightower
The young Disney star who fancies hip-hop moves over ballroom dancing took on the quickstep. Head judge Len Goodman said, " It was young, it was fresh and I thoroughly enjoyed it! Good dancing!"49/60

William Levy and Cheryl Burke
The Latin heartthrob was tasked with dancing the quickstep, which he said he'd never heard of before. Judges found the performance to be just enough, which wasn't one of the better reviews. "It was good, not great," Goodman said, while the crowd, naturally, booed behind him. 49/60

Jaleel White and Kym Johnson
America's favorite former TV nerd didn't turn judges on as he did the week prior. He danced the jive, and judge Bruno Tonioli said that he enoyed it but thought that White lacked the flicks and the kicks. "It lacked real attack and speed," Len said of their jive. "There wasn't a crispness about it. It wasn't sharp," Inaba added. 48/60

Maria Menounos and Derek Hough
The TV journalist danced the quickstep, and the judges said her frame was spot-on — impressive, considering she was smarting from a rib injury. Goodman said it was "nearly perfection." 46/60

Sherri Shepherd and Val Chmerkovskiy
"The View" host took on the jive, and even though she missed a step or two, judges found her dance to be spirited and engaging. "I am in love with you," Inaba said. "That was a phenomenal routine." 46/60

Donald Driver and Peta Murgatroyd
The football superstar was assigned the quickstep and got perhaps one of the best compliments from the hard-to-please Goodman, who told him he thought the judges underscored him last week and that his performance was "up there with the best I've seen tonight." 45/60

Jack Wagner and Anna Trebunskaya
The duo danced a super-fast jive, which took them off-beat a few times. That said, the judges thought their moves were sharp and clean. Inaba said he over-danced it and it threw them off. "I liked your attitude. I liked your energy. You attacked the dance, and because of that, you lost a little bit of control. But you've done two dances, and I thought they were of acceptable standard to take you through to next week," Goodman said. 44/60

Gladys Knight and Tristan MacManus
The R&B legend took on the quickstep and Tonioli liked it but cautioned that she needs to be mindful of her frame. "As much as I admire you, I didn't ... appreciate the dance tonight," Goodman said. 42/60

Gavin DeGraw and Karina Smirnoff
The pop singer didn't have the best performance of the night, with judges telling him that he messed up a number of his kicks and flicks in his Elvis-inspired jive. 41/60

Melissa Gilbert and Maks Chmerkovskiy
Gilbert, who danced to a Billy Idol song (she said earlier that she dated Idol in the 1980s), did the quickstep. Judges said they could sense when she was nervous because it reads on her face. "It started off really well for me. You had good posture and movement. As the dance went on, you lost a bit of energy and your posture went away. A tad hectic for me and a little bit loose," Goodman said. 40/60

Martina Navratilova and Tony Dovolani
The tennis star messed up pretty much from the beginning, and their score suffered because of it. "That was sad because I love your approach to the routine," Inaba said. 37/60
